The Town of Richwood met for Regular Meeting held on September 19, 2024 at 7:00 p.m. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting was Called to Order by Mayor Gerald Brown at 7:04 P.M.
II. Prayer- was offered by Mr. Nathan Brown
III. Pledge of Allegiance – recited in unison.
IV. Roll Call- Mayor Gerald Brown called roll with the following results:
The record shall reflect (3) Aldermen present at time of roll call.

V. Adoption of the Agenda-
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to adopt the agenda as presented.
* The record shall reflect a vote was taken to adopt the agenda as presented with the following results: All (3) Aldermen present voted yes to adopt.

VI. Adoption of August 15, 2024 Regular Meeting Minutes
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to adopt the August 15, 2024 Regular Meeting Minutes.
* The record shall reflect a vote was taken to adopt the August 15, 2024 Regular Meeting Minutes with the following results. All (3) Aldermen present voted Yes to adopt the August 15, 2024 Regular Meeting Minutes.

VII. Adoption of Financial Reports:
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to adopt the financial reports as presented.
* The record shall reflect a vote was taken to adopt the financial reports with the following results: (3) Yes Votes to adopt the financial reports as presented.

IX. Mayor’s Dialogue:
Mayor Gerald Brown- advised the forum the 4th Annual State of Town Address would take place on Wednesday, September 25, 2024 @ 10:00 a.m. at the Richwood Multi-Purpose Center.
Mayor Gerald Brown- advised the forum several financial institutions had contacted him about cultivating a business relationship with the Town of Richwood and he was obtaining information to share with the forum as to what they were proposing.
Mayor Gerald Brown- also advised the forum the manhole project had been completed.
X. GOHSEP: TEMPORARY Housing and Shelter Assistance Program Waiver of Land Use/ Permitting Form
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to participate.
* The record shall reflect a vote was taken to participate with the following outcome: (3) Votes Yes to participate.

XI. Charles Theus: Discussion of Annexation
Mr. Charles Theus- advised the forum that he was building workforce houses that would be for sale in the Buckhorn Bend area. In Phase I of the project there are 51 houses built and in Phase II there are 26 Houses.
Mr. Charles Theus- advised the forum these are not rental homes but homes for sale for the workforce homeowners.
XII. Adoption of Resolution 2024-13( A resolution hiring M5 Consulting Group, LLC
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to hire M5 Consulting Group, LLC by adopting Resolution 2024-13.
* The record shall reflect a vote was taken to adopt Resolution 2024-13( A resolution hiring M5 Consulting Group, LLC with the following results: (3) Votes Yes to adopt Resolution 2024-13.

XIII. Adoption of Resolution 2024-14 ( A resolution amending Resolution 2023-08)
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to Adopt Resolution 2024-14 ( A resolution amending Resolution 2023-08).
The record shall reflect a vote was taken to adopt Resolution 2024-14 (A resolution amending Resolution 2023-08) with the following results: (3) Votes Yes to adopt Resolution 2023-08.

XIV. Adoption of Ordinance 2024-02 ( An Ordinance amending Ordinance 2018-02 and set a yearly salary for the Richwood Police Chief).
** Executive Session *** Entered @ 7:45 p.m.
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to enter into Executive Session to discuss this matter.
* The record shall reflect a vote was taken to enter into Executive Session to discuss this matter with the following results: All (3) Aldermen present voted to enter into Executive session as follows:

END OF EXECUTIVE SESSION:
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to end the Executive session and renter into the Regular session.
* The record shall reflect a vote was taken to exit the Executive Session and return to the Regular Meeting with the following outcome: All (3) Aldermen present voted Yes to renter Regular Session @ 8:00 p.m.

It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to accept the vote on the Adoption of Ordinance 2024-02 (An Ordinance amending Ordinance 2018-02 and setting a yearly salary for the Richwood Police Chief).
* The record shall reflect a vote was taken to adopt Ordinance 2024-02 (An Ordinance amending Ordinance 2018-02 and setting a yearly salary for the Richwood Police Chief) with the following results: (2) Votes Yes to adopt and (1) Vote No.

XV. Adjournment: It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to adjourn the meeting @ 8:01 p.m.
