The Town of Richwood met for a Regular Meeting held July 16, 2026, at 7:00 P.M. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order 7:07 P.M.
II. Prayer by Reverend Earl Davis
III. Pledge of Allegiance in unison
IV. Roll Call: All (5) Aldermen Present at Roll Call

V. Adoption of the Agenda:
It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to adopt the agenda as presented.

  • The record shall reflect that a vote was taken to adopt the agenda as presented with the following results: (5) Votes Yes to Adopt the agenda.

VI. Adoption of June 18, 2026 Regular Meeting Minutes

It was moved by Alderman Deneitra Ross and seconded by Alderman Simeon Profit to adopt the June 18, 2026 Regular Meeting Minutes.

It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to adopt the Financial Reports as presented.

    VIII. Public Comments as they relate to items on the agenda.

IX. Mayor s Dialogue:
Mayor Gerald Brown advised the forum of the following events:
A Cooling Station at the Richwood Multipurpose Center beginning July 20th, Monday thru Thursday 11 to 4:00 p.m.
Business Alliance Coffee & Conversation Meeting Thursday July 23 at 10:00 a.m., this will feature a native of Richwood, Mr. Roderick Williams.
Parents Caf Event- presented by Wellspring at 1:00 p.m. on July 23, 2026
Richwood High School Hydration Drive at Richwood High School for the football team Saturday, July 18th 9:00 a.m. until 1:00 p.m. .
Back to School Supply Giveaway- on Saturday, August 8, 2026 in Richwood, Mary Francis Park 10:00 a.m. until 2:00 p.m.
LMA Conference- August 4th to the 6th , Monroe Chamber of Conference State of Government Luncheon at ULM.
X. Discussion about Purchasing a table for the Sickle Cell Banquet on September 10, 2026
It was motioned by Alderman Janice Fleming and seconded by Alderman Simeon Profit to purchase a table at the Sickle Cell Banquet.

  • The record shall reflect a vote was taken to purchase a table at the Sickel Cell Banquet on September 10, 2026 with the following results: (5) Votes Yes to purchase a table.

XI. Discussion of Property Cleanup
Alderman Wysinger Cleveland stated he spoke with Ms. Johnson on this issue.
Mayor Gerald Brown- shared with the forum one of the larger issues with mailing letters to these issues, there must be a response from the owners; there is a process that must be adhered to concerning these properties.
Mayor Gerald Brown- stated that this week in environmental court three of the properties in question were deemed condemnable.
Mayor Gerald Brown- advised the forum Ms. Johnson is working on this and letters will be sent out.

XII. Reverend Earl Davis CETS Global
Reverend Earl Davis- addressed the forum and stated that CETS is a solution to global problems.
Reverend Earl Davis .discussed the benefits of being a part of CETS Global and issues they have addressed such as reducing carbon footprint, and smart cities.
XIII. Private Social Club on Highland
Alderman Wysinger Cleveland- requested this issue tabled at this time.
It was motioned by Alderman Simeon Proft and seconded by Alderman Deneitra Ross to table this issue at this time.

XIV. Economic Investment Contracts
It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to sign a contract with the Monroe Chamber of Commerce and table contracts with the Picard Group and Grow NELA at this time.

  • The Record shall reflect a vote that was taken to sign a contract with the Monroe Chamber of Commerce and table contracts with the Picard Group and Grow NELA at this time, with the following results: 5 Yes Votes

XV. Discussion of Town Attorney
It was stated that Attorney Nolan has been in service to the Town of Richwood for over 26 years and will now be retiring his position with the town. It was discussed in what manner to officially recognize his service.
XVI. Adoption of Resolution 2026-07 (A resolution levying millage taxes for the Town of Richwood)
It was motioned by Alderman Deneitra Ross and seconded by Alderman Simeon Profit to adopt Resolution 2026-07(A resolution levying millage taxes for the Town of Richwood).

  • The Record shall reflect a vote that was taken on of the adoption of Resolution (A resolution levying millage taxes for the Town of Richwood)
    (4) Yes Votes Yes and (1) Abstain vote.

XVII. Adoption of Ordinance 2026-03 ( An Ordinance to regulate the closing hours to 2:00 A.M. for all businesses within the town)
It was motioned by Alderman Janice Fleming and seconded by Alderman Deneitra Ross to table this issue.

  • The Record shall reflect a vote was taken to table Ordinance 2026-03 (An Ordinance to regulate the closing hours to 2:00 A.M. for all businesses within the town) with the following results: (5) Votes Yes to table.

It was motioned by Alderman Deneitra Ross and seconded by Alderman Simeon Profit to adjourn the July 16, 2026 Regular Meeting at 7:56 p.m.
