The Town of Richwood met for a Regular Meeting held May 18, 2026, at 7:00 P.M. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order 7:10 P.M.
II. Prayer by Mayor Brown
III. Pledge of Allegiance in unison
IV. Roll Call: (4) Aldermen Present at Roll Call (1) Absent at roll call: Alderman Janice Fleming
V. Adoption of the Agenda:
It was motioned by Alderman Donald Richard and seconded by Alderman Deneitra Ross to adopt the agenda as presented.

VI. Adoption of May 21, 2026 Regular Meeting Minutes
It was moved by Alderman Deneitra Ross and seconded by Alderman Simeon Profit to adopt the May 21, 2026, Regular Meeting Minutes.
- The record shall reflect that a vote was taken to adopt the May 21, 2026, Regular Meeting Minutes with the following results: (4) Yes Votes to adopt.

VII. Adoption of Financial Reports
It was motioned by Alderman Deneitra Ross and seconded by Alderman Simeon Profit to adopt the Financial Reports as presented.
- The record shall reflect that a vote was taken to adopt the Financial Reports as presented, with the following results: (4) Yes Votes to Adopt.

VIII. Public Comments as they relate to items on the agenda.
There were no comments; the agenda proceeded as indicated.
IX. Mayor s Dialogue:
Mayor Gerald Brown advised the forum that, due to weather conditions, the outside events for the Juneteenth Celebration had been postponed.
Mayor Gerald Brown also advised the forum that the District C meeting will take place on June 25th at the Convention Center at 6:00 p.m.
Mayor Gerald Brown advised the Board that the Annual Louisiana Municipal Association Conference Meeting will be in Monroe this year and will take place August 4th August 6th. If you plan to attend, let the Clerk know by July 18th.
Mayor Gerald Brown advised that he talked to Senator Jackson and has a call in to Representative Moore to see if they can come next month and discuss some of the bills that were passed in the last session and how they will affect our area.
Mayor Gerald Brown- stated he was aware of House Bill 431, which will require him to take at least 16 hours of continued education every year, and that the Board may be required to do so as well. The title of it is Small Town Communities.
Mayor Gerald Brown advised that the last thing he has is a question, concerning multiple times the issue of mandatory trash service has been brought up, and he needed to verify if that is something that they really want to do?
X. Dr. Jones: Update on Grant
Mayor Gerald Brown requested that Item X be tabled, noting that Dr. Jones was delayed in highway traffic from Shreveport due to an accident.
It was motioned by Alderman Denetria Ross and seconded by Alderman Simeon Profit to table Item X at this time.
XI. Adoption of Resolution 2026-03 ( A Resolution Amending the Credit Card Policy
.It was motioned by Alderman Denetria Ross and seconded by Alderman Simeon Profit to adopt Resolution 2026-03, A Resolution Amending the Credit Card Policy.
- The record shall reflect that a vote was taken to adopt the Resolution 2026-03 (A Resolution Amending the Credit Card Policy) as presented, with the following results: (4) Yes Votes to Adopt.

XII. Adoption of Resolution 2026-04 ( A Resolution adding vendor setup and maintenance policy, ethics violation response policy, capital asset policy, sexual harassment prevention training, and reporting policy to the town s policy and procedures), with the following results:
It was motioned by Alderman Denetria Ross and seconded by Alderman Donald Richard to adopt Resolution 2026-04.

XIII. Adoption of Resolution 2026-05 ( A resolution authorizing the Mayor to administer business on behalf of the town regarding the DRA program for the 2026 Community infrastructure fund Grant
It was motioned by Alderman Denetria Ross and seconded by Alderman Donald Richard to adopt Resolution 2026-05.

XIV. Adoption of Resolution 2026-06 (A Resolution appointing The Monroe Free Press as the Town s official journal.
It was motioned by Alderman Denetria Ross and seconded by Alderman Donald Richard to adopt Resolution 2026-06.

XV. Introduction of Ordinance 2026-03 ( An Ordinance to regulate the closing hours to 2:00 am for all businesses within the Town.
XVI. Introduction of Ordinance 2026-04 ( An Ordinance adopting the Town s Expenditures for the Fiscal Year beginning July 1, 2026, and ending June 30, 2027.)
