Former Interim Monroe Police Chief Reggie Brown says he was blindsided last week when the City of Monroe served him with a lawsuit demanding he repay more than $70,000 in back wages — money the city paid him after a wrongful termination ruling that is still under review by the Louisiana Supreme Court.
