Regular Meeting Minutes

The Town of Richwood met for a Regular Meeting held February 21, 2019 at 7:00 p.m. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order by Mayor Gerald Brown at 7:06 p.m.
II. Prayer- was offered by Alderperson Simeon Profit
III. Pledge of Allegiance – recited in unison
IV. Roll Call- Mayor Gerald Brown called roll with the following results:
* The record shall reflect (4) Alderpersons present at roll call and (1) Alderperson absent:

Absent: Alderperson Donald Richard
V. Adoption of the Agenda
Mayor Gerald Brown- requested the Board the last item, Item # XIV, showing listed as Discussion from the DOTD be removed as part of the Regular Meeting agenda and just discuss this issue after the regular meeting is complete
It was motioned by Alderperson Simeon Profit, and seconded by Alderperson Janice Fleming to remove Item # XIV discussion from DOTD, Police Jury and Northeast Louisiana Highway Safety from the Regular Meeting and the discussion occur after the Regular Meeting.
* A vote was taken with the following results:

VI. Adoption of the January 17, 2019 Minutes:
* It was motioned by Alderperson Janice Fleming and seconded by Alderperson Simeon Profit to adopt the January 17, 2019 Minutes as presented.
* A vote was taken with the following results:

* The record shall reflect all (4) Alderpersons present voted yes to adopt the January 17, 2019 Minutes as presented.
VII. Adoption of the Financial Statements:
Alderperson Leola Keys – requested clarification on page 3 showing Baskets & More.
The Board was advised this item is a company that paid their peddler’s license fees.
Alderperson Leola Keys- questioned the $80.20 showing received from SCORE.
Mayor Gerald Brown- advised the Board that the amount was the sanitation fee due.
* It was motioned by Alderperson Simeon Profit and seconded by Alderperson Janice Fleming to adopt the financial statements.

* The record shall reflect all (4) Alderpersons voted yes to adopt the financial statements.
VIII. Public Comments ( As they relate to the agenda) NO COMMENTS.
IX. Mayor’s Dialogue:
Mayor Gerald Brown – thanked the Board members that were able to attend the Mid-Winter Conference in Baton Rouge; Mayor Brown also acknowledged, and thanked the individuals which were present tonight from the Louisiana Department of Transportation, State Troopers Office, State Commission, and the Police Jury for coming out tonight in connection with the discussion we will be having after we adjourn this particular meeting.
X. Approval or Disapproval for Placement of a 1998 mobile home at 2822 Lincoln Road
Mayor Gerald Brown- advised the application was to have been turned into us today, but it was not, so they could forgo this item at this time.
XI. Adoption on Ordinance 2019-01 ( To Enforce Proper Address Signage on both residential and commercial Properties)
* It was motioned by Alderperson Simeon Profit and seconded by Alderperson Janice Fleming to adopt Ordinance 2019-01 (To Enforce Proper Address Signage on both residential and commercial Properties)
* A vote was taken with the following results:

* The record shall reflect all (4) Alderpersons voted yes to adopt Ordinance 2019-01 ( To Enforce Proper Address Signage on both residential and commercial Properties)
XII. Introduction of Ordinance 2019-02( Amending Ordinance 97-11 to add Witness Fees to Fine Schedule)
Mayor Gerald Brown – informed the Board sometimes we may require the presence of a police officer as a witness, which is not a part of our police department at one of our trials, and generally other entities have a fee collected for that purpose, and we would like to add this part of our fee schedule.
Mayor Gerald Brown- further advised we ran into this situation recently with an officer who was no longer with the department was required as a witness at one of our trials.
*Inquiry as to the amount of the fee? Mayor Gerald Brown responded $50
XIII. Adoption of Resolution 2019-02 (Requesting the Ouachita Parish Police Jury to place on the upcoming ballot a measure allowing the citizens to vote for a lighting district for the Town of Richwood)
Mayor Gerald Brown- addressed the forum and advised in his opinion, he felt it was necessary for us to establish a lighting district, so that we could maintain the maintenance of lighting in the town as well as the lighting corridor.
Alderperson Wysinger Cleveland- inquired if this is to be paid by the citizens only, and asked what about the businesses?
Attorney Jay Nolen ( Town’s Attorney)- advised the forum this would not be just on citizens, but all property owners.
Alderperson Janice Fleming- inquired if we would be responsible for paying for the library?
Town’s Attorney- advised they are in the parish.
XIV. It was motioned by Alderperson Simeon Profit and seconded by Alderperson Janice Fleming to table Adoption of Resolution 2019-02 (Requesting the Ouachita Parish Police Jury to place on the upcoming ballot a measure allowing the citizens to vote for a lighting district for the Town of Richwood)
XV. Adjournment
It was motioned by Alderperson Simeon Profit and seconded by Alderperson Janice Fleming to adjourn meeting @ 7:26 p.m.
