Members In Attendance:
The Town of Richwood met for a Public Hearing Meeting on April 4, 2025, at 9:00 A.M. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
Purpose of Meeting:
Obtain views on the housing and community development needs of the Town of Richwood and discuss the submission of an application for funding under the State of Louisiana FY 2026/ 2027 Community Development Block Grant (LCDBG) Program.
This year, the majority of the available grant funds are earmarked for public facilities; specifically, these funds target street improvement projects. There are various specific criteria to make a street or road eligible to apply for funds. The households that are served by the road must collectively be 51% of low to moderate-income households as defined by the LCDBG. The Town of Richwood can submit one application however, the application can have multiple target areas.
Topics of Discussion:
Amount of Funds available for the proposed community development and housing activities-
(a) There is 22,000,000 (twenty-two million) in total, which breaks down to $ 12 million for public facilities, $ 350,000 construction minimum, with $1,000,000 cap on street improvements. $ 6-million available for clearance, which is demolition etc.
$ 2-million for economic development, $ 2 million for Make a Difference program.
The Make a Difference program provides funding for community enhancements.

The range of activities that are available for public facilities is street and water, Clearance is demolition; Economic Development is as it says to help with economic development, which benefits low to moderate families. We discussed the plans for minimizing displaced persons, which under this will be none.

The Town s past performance on any projects under the LCDBG which I understand is all clear. That covers everything.
