Regular Meeting Minutes

Alderman Deneitra Ross * arrived after roll call at 7:06 p.m. Alderman Wysinger Cleveland arrived after roll call at 7:08 p.m.
The Town of Richwood met for a Regular Meeting held March 20, 2025, at 7:00 P.M. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order 7:02 P.M.
II. Prayer by Mr. Nathan Brown
III. Pledge of Allegiance in unison
IV. Roll Call: (3) Aldermen Present at Roll Call

V. Adoption of the Agenda:
It was motioned by Alderman Donald Richard and seconded by Alderman Janice Fleming to adopt the agenda as presented.
* The record shall reflect that a vote was taken to adopt the agenda as presented with the following results: (3) Votes Yes to Adopt the agenda.

VI. Adoption of February 20, 2025, Regular Meeting Minutes
It was moved by Alderman Fleming and seconded by Alderman Donald Richard to adopt the February 20, 2025 Regular Meeting Minutes.
* The record shall reflect a vote was taken to adopt February 20, 2025, Regular Meeting Minutes with the following results: (3) Votes Yes to adopt.

VII. Adoption of Financial Reports
It was motioned by Alderman Simeon Profit and seconded by Alderman Janice Fleming to adopt the Financial Reports as presented.

VIII. Public Comments as they relate to items on the agenda
* There were no comments, and the agenda proceeded as presented.
IX. Mayor s Dialogue
Mayor Gerald Brown- reminded the Board that the upcoming Northern Exposure meeting will take place on May 6, 2025; if you want to attend, let Ms. Woods know so that she can get you registered.
On April 3rd, at 6:00 p.m. here at the Richwood Multi-Purpose Center, we will host the 2nd Annual Fine Arts Night event presented by Richwood High and Richwood Middle School bands, as well as their Art Department. The event is free to the public, and we ask that you come out and support them at the event.
On Saturday, April 5th, at 10:00 a.m., we will be having our Annual Spring Cleanup event; we will meet here, and there will be several designated areas for cleanup and pickup.
April 19th- our Annual Easter Egg Hunt will be here on the grounds, and if anyone wants to volunteer, donate, or come out to help with this event, they are welcome to do so.
Mayor Gerald Brown- reminded the forum that there is an election going on right now regarding some very important amendments, as well as a couple of things particularly for Ouachita Parish; early voting is going on right now and extends until Saturday, the election day itself is on the 29th, Richwood votes at Richwood Middle School.
Mayor Gerald Brown – stated that he and the Board had previously discussed the issue of trash pickup, and he would like to get the Board s feedback on how they would like to proceed regarding our trash pickup.
If it is the pleasure of the Board that we have a singular company I need to know that from you, and if it is the pleasure of the Board that we have mandatory trash pickup, I need to know that from you, and if you want us to move to a single service provider as it regards to mandatory pickup; I am not asking you to answer that tonight, but I need you to consider it because in a couple of weeks I will need to know that from you so we can prepare for our April meeting.
Alderman Janice Fleming inquired if the fee for mandatory trash pickup would be included in their water bills?
Mayor Gerald Brown- advised, I would think so.
Mayor Gerald Brown advised the forum that the Richwood Rams Basketball Team, State Champions, are here along with their coaches, and he hoped they would spend a little time after the meeting to take a few pictures; the Town had a plaque we wanted to present to them and their coaches.
X. Discussion of FY 2026-2027 Community Development Block Grant
Mayor Gerald Brown reminded the Board that previously they had authorized him to apply for this grant, and it is a requirement of the application process of this grant that we have a public hearing, and this is a fulfillment of that requirement; the public hearing will take place on April 4th, 2025, at 9:00 a.m.
