LEAP report shows increase in below-basic scores in city schools

   In August, the Louisiana Education Department released the 2023 state assessment results, which measure educational gains in the core subjects.

The results of statewide testing of schools provide local districts a glimpse at the trends, weaknesses, and strengths of their schools.

What do the scores show, school by school?

George Washington Carver Elementary

3rd Grade: English at Carver, 21 percent scored mastery. 65 percent who scored below basic, from 35 percent last year. In math, 7 percent mastered skills. 70 percent who scored below basic from 50 percent last year. In science, 77 percent scored below basic from 58 percent last year. In Social Studies, 91 percent scored below basic, from 70 percent last year.

4th Grade: In English, 36 percent scored mastery. There were 27 percent who scored below basic from 51 percent last year.; In Math, 34 percent scored mastery. There were 28 percent who scored below basic from 49 percent last year. In Science, 16 percent scored mastery. There were 34 percent who scored below basic from 75 percent last year; In Social studies, 16 percent scored mastery. There were 36 percent who scored below basic from 64 percent last year.

5th Grade: In English,10 percent scored mastery. There were 50 percent who scored below basic from 63 percent last year; In Math, 21 percent scored mastery. There were 48 percent who scored below basic from 60 percent last year; In Science, 8 percent scored mastery. There were 71 percent who scored below basic, from 78 percent last year; In Social Studies, 2 percent scored mastery. There were 85 percent who scored below basic from 86 percent last year.

6th Grade: In English, 10 percent scored mastery. There were 64 percent who scored below basic from 59 percent last year; In Math, 3 percent scored mastery. There were 64 percent who scored below basic from 36 percent last year; In Science, 77 who scored below basic from 81 percent last year; In Social Studies, 97 percent scored below basic from 94 percent last year.

Trends and Problem Areas:

  • Across all grades, there is a concerning trend toward an increase in the percentage of students performing below basic levels.
  • There are notable challenges in English, where there have been consistently low mastery rates across all grades.
  • Mathematics performance has remained relatively stable, with minimal improvements in some grades.
  • Science scores fluctuated, with varying degrees of improvement or decline.
  • Social Studies remains a challenging subject, with consistently low mastery rates and a high percentage of students performing below basic levels.

Positive Gains:

  • In 4th grade, there was an improvement in English and Science, with decreased percentages of students below basic levels.
  • While minimal, there were slight improvements in 5th-grade Math and 6th-grade Science, showing potential for growth in these areas.

            Barkdull Faulk Elementary

    3rd Grade: In English, 10 percent scored mastery. There were 71 percent who scored below basic from 59 percent last year; In Math, 32 percent scored mastery. There were 46 percent who scored below basic from 51 percent last year; In Science, 6 percent scored mastery. There were 80 percent who scored below basic from 82 percent last year; In Social Studies, there were 93 who scored below basic from 82 percent last year.

    4th Grade: In English, 3 percent scored mastery. There were 67 percent who scored below basic from 74 percent last year; In Math, 67 percent who scored below basic from 58 percent last year; In Science, 80 percent who scored below basic from 82 percent last year; In Social Studies, 3 percent scored mastery. There were 92 percent who scored below basic, which was the same as last year.

    5th Grade: In English, 3 percent scored mastery. There were 66 percent who scored below basic from 61 percent last year; In Math, 6 percent scored mastery. There were 67 percent who scored below basic from 60 percent from last year; In Science, there were 95 percent who scored below basic from 81 percent last year; In Social Studies, 98 percent scored last than basic from 87 percent last year.

    6th Grade: In English, 19 percent scored mastery. There were 51 percent who scored below basic from 68 last year; In Math, 6 percent scored mastery. There were 68 percent who scored below basic from 79 percent last year; In Science,  3 percent scored mastery. There were 74 percent who scored below basic from 89 percent last year; In Social Studies, 3 percent mastery. There were 80 percent who scored below basic from 92 percent last year.

    Summary:
    Overall, test results at Barkdull Faulk Elementary declined from last year. In 3rd grade, there were significant declines in all subjects except math, where performance remained relatively stable. In 4th grade, there were also significant declines in all subjects except social studies, where performance remained the same. In 5th grade, there were significant declines in all subjects except English, where performance remained relatively stable. In 6th grade, there were significant declines in all subjects except English, where performance improved slightly.

    Positive Gains

    Despite the overall decline in test scores, there were a few positive gains:

    • 6th grade English scores improved slightly.
    • 3rd grade math scores increased slightly.


    Problem Areas

    The following areas are of particular concern:

    • Science and social studies scores are low at all grade levels.
    • The percentage of students scoring below basic is high at all grade levels.
    • 4th and 5th grade math scores are declining

    3rd Grade: In English, 54 percent scored mastery. There were 19 percent who scored less than basic from 20 percent last year. In math, 44 scored mastery. 3 percent scored below basic from 16 percent last year; In Science, 19 percent scored mastery. There were 39 percent who scored below basic from 40 percent last year; In Social Studies, 9 percent scored mastery. There were 61 who scored below basic from 41 percent last year.

    4th Grade: In English, 62 percent scored mastery. There were 9 percent who scored below basic from 7 percent last year; In Math, 53 percent scored mastery. There were 13 percent who scored below basic from 19 percent last year; In Science, 38 percent scored mastery. There were 20 percent who scored below basic, from 13 percent last year; In Social Studies, 44 percent scored mastery. There were 29 percent who scored below basic from 32 percent last year.

    5th Grade: In English, 56 percent scored mastery and above. There were 3 percent who scored below basic from 6 percent last year; In math, 73 percent scored mastery and above. There were 2 percent who scored below basic from 0 percent last year; In Science, 56 percent scored mastery or above. There were 9 percent who scored below basic, from 12 percent last year; In Social Studies, 39 scored mastery and above. There were 29 percent who scored below basic from 16 percent last year.

    6th Grade: In English, 62 percent scored mastery or above. There were 9 percent who scored below basic from 0 percent last year; In Math, 62 percent scored mastery or above.     Positive Gains:

    • Significant improvement in 6th-grade Math with a reduction of below-basic scores from 14 percent to 4 percent.
    • Positive trend in 5th-grade Math, with nearly all students achieving mastery or above.
    • Encouraging improvement in 3rd-grade English with a decrease in below-basic scores from 20 percent to 19 percent.

    Areas of Concern:

    • Persistent challenges in 3rd-grade science and social studies, with high percentages of students scoring below basic.
    • Ongoing struggles in 6th-grade science, where 44 percent scored below basic.
    • Lingering problem in 4th-grade math with 13 percent below basic

Sallie Humble Elementary

3rd Grade: In English, 52 percent scored mastery or above. There were 25 percent who scored below basic from 27 percent last year; In Math, 57 percent of students scored mastery or above. 15 percent who scored below basic from 27 percent last year. In Science, 39 percent scored mastery or above. There were 34 percent who scored below basic from 39 percent last year; In Social Studies, 35 percent scored mastery or above in social studies. There were 40 percent who scored below basic from 47 percent last.

4th Grade: In English, 50 percent scored mastery and above; There were 22 percent who scored below basic, the same as last year; In Math, 50 percent scored mastery. There were 14 percent who scored below basic from 17 percent last year; In Science, 32 percent scored mastery. There were 25 percent who scored below basic from 27 percent last year; In Social Studies, 25 percent scored Mastery. There were 33 percent who scored below basic from 37 percent last year.

5th Grade: In English, 53 percent scored mastery. There were 18 percent who scored below basic from 35 percent last year; In Math, 61 percent scored mastery. There were 12 percent who scored below basic from 23 percent last year; In Science, 32 percent scored mastery or above. There were 32 percent who scored below basic, from 48 percent last year; In Social Studies, 22 percent scored mastery or above. There were 32 percent who scored below basic from 53 percent last year.

6th Grade: In English, 39 percent scored mastery. There were 30 percent who scored below basic from 29 percent last year; In Math, 37 percent scored mastery. There were 34 percent who scored below basic, from 40 percent last year; In Science, 28 percent scored mastery. There were 41 percent who scored below basic form 52 percent last year; In Social Studies, 23 percent scored mastery. There were 51 percent who scored below basic from 46 percent last year.

Positive Gains:

  • Significant improvement in 5th-grade math, with a decrease in below-basic scores from 23 percent to 12 percent.
  • Remarkable progress in 3rd-grade English, with a decline in below-basic scores from 27 percent to 25 percent.
  • Consistent positive trends in 4th-grade math, science, and social studies, with notable reductions in below-basic percentages.

Areas of Concern:

  • Slight decline in 6th-grade English, with below-basic scores increasing from 29 percent to 30 percent.
  • Concerning trend in 6th-grade social studies, with below-basic scores rising from 46 percent to 51 percent.

3rd Grade: In English, 26 percent scored mastery or above. There were 54 percent who scored below basic from 61 percent last year; In Math, 27 percent scored mastery. There were 39 percent who scored below basic from 53 percent last year; In Science, 14 percent scored mastery. There were 58 percent who scored below basic, from 84 percent last year; In Social Studies, 5 percent scored mastery. There were 81 percent who scored below basic from 92 percent last year.

4th Grade: In English, 7 percent scored mastery; there were 56 percent who scored below basic from 63 percent last year; In Math, 7 percent scored mastery or above. There were 59 percent who scored below basic from 60 percent last year; In Science, 4 percent scored mastery or above. Positive Gains:

  • Significant improvement in 3rd-grade science, with a decrease in below-basic scores from 84 percent to 58 percent.
  • Slight positive trend in 4th-grade math, with a minor decline in below-basic scores from 60 percent to 59 percent.

Areas of Concern:

  • Consistently low performance in 4th and 5th-grade English, with minimal mastery percentages and high below-basic scores.
  • Concerning trends in 4th and 5th-grade social studies, with increasing below-basic percentages indicates worsening performance.
  • Low achievement in 6th-grade social studies, with high below-basic scores at 86 percent and minimal mastery at 4 percent.

3rd Grade: In English, 6 percent scored mastery. There were 80 percent who scored below basic from 78 percent last year; In Math, 2 percent scored mastery. There were 89 percent who scored below basic from 83 percent last year; In Science, 2 percent of students scored mastery. There were 89 percent who scored below basic from 80 percent last year. In Social Studies, 91 percent scored below basic, the same as last year.

4th Grade: In English, 8 percent scored mastery. There were 79 percent who scored below basic from 71 percent last week; In Math, 2 percent scored mastery. There were 79 percent who scored below basic from 88 percent last year; In Science, 6 percent scored mastery. There were 51 percent who scored below basic from 58 percent last year; In Social Studies, 17 scored mastery. There were 56 percent who scored below basic from 63 percent last year.

8th Grade: In English, 13 percent scored mastery. There were 56 percent who scored below basic from 66 percent last year; In Math, 5 percent scored mastery. There were 74 percent who scored below basic, from 72 percent last year; In Science, 9 percent scored mastery. 7th Grade: In English, 48 percent scored mastery.  There were 25 percent who scored below basic, the same as last year; In Math, 31 percent scored mastery. There were 34 percent who scored below basic, from 33 percent last year; In Science, 33 percent scored mastery. There were 38 percent who scored below basic, from 33 percent last year; In Social Studies, 32 percent scored mastery. There were 42 percent who scored below basic from 44 percent last year.

8th Grade: In English, 5 percent scored mastery. There were 82 percent who scored below basic, from 26 percent last year; In Math, 100 percent scored below basic, from 52 percent last year; In Science, 95 percent from 48 percent last year; In Social Studies, 100 percent scored below basic from 46 percent last year.

Positive Gains:

  • Consistent Low Mastery Levels: Even in subjects with slight improvements, mastery percentages remain notably low, indicating a need for substantial instructional enhancement.

English I: 8 percent scored mastery. There were 69 percent below basic, down from 63 percent last year.

English II: 13 percent scored mastery. There were 70 percent below basic, which is the same as last year.

Algebra: 2 percent scored mastery. There were 84 percent who scored below basic, down from 82 percent last year.

Geometry: There were 81 percent below basic, from 93 percent last year.

Biology: 2 percent scored mastery. There were 80 percent below basic, down from 78 percent last year.

U.S. History: 3 percent scored mastery. There were 83 percent who scored below basic, down from 89 percent last year.

Positive Gains:

  • There is a slight decrease in the percentage of students scoring below basic in Geometry and U.S. History, suggesting a potential positive trend.

Areas of Concern:

  • Overall ACT Score Decline: The decline in the average ACT score to 14.9 from 15.1 the previous year is concerning.
  • Consistently Low Mastery Levels: Mastery percentages across all subjects are extremely low.
  • Persistent High Below-Basic Scores: In several subjects, such as English I, English II, Algebra, and Biology, there are persistently high percentages of students scoring below basic.
