The Town of Richwood met for a Regular Meeting held October 17, 2019, at 7:05 p.m. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order by Mayor Gerald Brown at 7:05 p.m.
II. Prayer- was offered by Mayor Gerald Brown
III. Pledge of Allegiance – recited in unison
IV. Roll Call- Mayor Gerald Brown called roll with the following results: (4) Board Members Present and (1) Board Member absent as listed.

V. Adoption of the Agenda-
It was motioned by Alderperson Janice Fleming and seconded by Alderman Donald Richard to accept the agenda for October 17, 2019, as presented.
* The record shall reflect a vote was taken with the following results: All (4) Aldermen present voted yes to adopt the agenda as presented.

VI. Adoption of the September 19, 2019 Minutes
It was motioned by Alderperson Janice Fleming and seconded by Alderperson Donald Richard to adopt the September 19, 2019 Minutes as presented.
* The record shall reflect a vote was taken with the following results: All (4) Alderman present voted yes as follows to adopt the September 19, 2019 Minutes as presented.

VII. Adoption of Financial Statements
Alderperson Leola Keys- addressed the Board and expressed she had seen on television regarding the water bills being sent out by Greater Ouachita Water. Alderperson Keys indicated she had just paid a water bill for October, which she had paid in the amount of $105, and then she received another bill due for October 29, 2019.
Alderperson Leola Keys- indicated she had asked Ms. Jolla for copies of the Town’s water bills for the past 2 months to compare any changes.
Mayor Gerald Brown – indicated there were a couple of things we could do, first, go back and compare the Town’s bills just as a point of comparison, and not wanting to pry in the ladies personal business, but if they would like, they could come in and we could review the usage on the bills, and receiving 2 bills due for one month would be something to present to Greater Ouachita Water.
It was motioned by Alderman Donald Richard and seconded by Alderperson Janice Fleming to accept the Financial Statements as presented.

VIII. Public Comments as They Relate to Items on the Agenda
There were none, and meeting proceeded according to the agenda.
IX. Mayor’s Dialogue:
Mayor Gerald Brown- reminded the forum of the upcoming runoff election coming up next month and thanked those who went and participated in the democratic process and voted.
Mayor Gerald Brown- indicated the number of people who voted were a little low as a town, and encouraged the forum to hopefully increase our numbers of those voting.
Mayor Brown- also thanked Beautification Committee who put on the Town-Wide Cleanup last week and numerous bags of trash were collected.
Mayor Gerald Brown- thanked the staff as to their efforts in connection with the Richwood Homecoming Parade last week, and as a reminder October 31, 2019 will be our 3rd Annual Trunk or Treat, and weather permitting we will be in the park, but if not we will be at the Multi-Purpose Center, and that begins at 6:00 p.m.
Mayor Gerald Brown- advised the speaker would not be Kevin Summerall, but rather Scott Summerfield for tonight’s presentation.
X. Speaker (Scott Summerfield)
Scott Summerfield- addressed the forum and provided updates of operation.
Scott Summerfield- advised about 1000 detainees, and the average employee pay was raised from $10 per hour to $18 per hour, and there are approximately 134 employees and to date the Town of Richwood gets about $ 250,000
XI. Adoption of Resolution 2019-11(A Resolution Authorizing the Staff to Complete the Louisiana Compliance Questionnaire)
It was motioned by Alderman Donald Richard and seconded by Alderman Simeon Profit to adopt Resolution 2019-11.
