Absent: Alderperson Wysinger Cleveland
The Town of Richwood met for Regular Meeting held April 18, 2019 at 7:00 p.m. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order by Mayor Gerald Brown at 7:05 P.M.
II. Prayer- was offered by Mayor Gerald Brown
III. Pledge of Allegiance – recited in unison
IV. Roll Call- Mayor Gerald Brown called roll with the following results:

Present:
Alderperson Simeon Profit Alderperson Donald Richard Alderperson Janice Fleming
Absent: Alderperson Leola Keys and Alderperson Wysinger Cleveland
* The record shall reflect at the time of roll call there were three (3) Alderperson’s present and two (2) absent as noted above.

V. Adoption of the Agenda-

It was motioned by Alderperson Donald Richard and seconded by Alderperson Janice Fleming to adopt the agenda as presented.

A vote was taken with the following results: 3 Yes Votes to adopt

VI. Adoption of the March 21, 2019, March 28, 2019 and
April 4, 2019 Minutes:
It was moved by Alderperson Simeon Profit and seconded by Alderperson Janice Fleming to adopt the March 21, 2019, March 28, 2019 and April 4, 2019 Minutes:

VII. Adoption of Financial Statements:
It was motioned by Alderperson Simeon Profit and seconded by Alderperson Donald Richard to adopt the Financial Statements as presented.

IX. Mayors Dialogue:

Mayor Gerald Brown- reminded the forum of the upcoming Easter Egg Hunt scheduled for Saturday Morning, April 20th, and advised it may be necessary to relocate the hunt depending on ground condition to the Old Richwood High School, and that would be conveyed to the public in the best way possible.
X. Adoption of Resolution # 2019-05( A Resolution making Social Security Absolute Coverage/ Non- Retirement System Group Coverage)
Mayor Gerald Brown- stated to just recap, the resolution we did last year included the police officers and they should not have been included, the police officers have their own retirement system and now they must opt in to that retirement system. This resolution is correcting that and includes the officers and all the other enforcement officers in the correct program. The big point to remember going forward is the police department must opt in to that retirement system, it is mandatory across the board, and it is about 33% that we will have to pay into that.
Alderperson Janice Fleming- inquired, if this is going to increase the monetary amount we must contribute?
Mayor Gerald Brown- answered, yes, Ms. Jolla and the CPA is working on a budget and we should have that ready for you in May.

It was motioned by Alderperson Simeon Profit and seconded by Alderperson Janice Fleming to adopt Resolution 20-19-05.

* The record shall reflect all (4) Alderpersons present voted Yes to Adopt Resolution 2019-05 ( Making Social Security Absolute Coverage/ Non- Retirement System Coverage Group)

XI. Adoption of Resolution 2019-06 ( A Resolution to Submit for FY 2020-2021 LCDBG Grant

Mayor Gerald Brown- addressed the forum and indicated the work that is starting to take place on our street project, and this would allow us to request another grant through the block program.
Alderperson Leola Keys- inquired what this grant would be ?
Mayor Gerald Brown- indicated this has not been determined yet, we would look at what is available that we could qualify to receive, as well as potable water, etc.
Questions from Alderpersons: Is it possible to obtain a grant for housing?
Answer: We can look into that possibility.
Question: Is it possible to get Greater Ouachita Water to come out and talk to us?

It was motioned by Alderperson Donald Richard and seconded by Alderperson Simeon Profit to adopt Resolution 2019-06 .

XII. Brenda Allen (Asking approval for placement of a 1998 Mobile Home at 2822 Lincoln)
Mayor Gerald Brown- addressed the forum and advised Mrs. Brenda Allen is requesting placement of 1998 Mobile Home at 2822 Lincoln and had been rejected placement at the prior meeting and has requested to speak to the Board.
Mrs. Brenda Allen- addressed the forum and thanked them for allowing her to come and speak for herself. Mrs. Allen advised the board when she bought the property, she was not aware of the process to have a mobile home placed on the property. Mrs. Allen advised when bringing the mobile home into the Town she was stopped on the road.
She is requesting that she be allowed to place the mobile home on the lot.
Alderperson Leola Keys- inquired of Mrs./ Allen if she was related to and commented they were fine upstanding citizens. Alderperson Keys stated she had seen the lot in question, and there has been a lot of work done on the lot, Alderperson Keys further stated she understood the desire of Mrs./Ms. Allen to have a home of her own, and she had seen the mobile home, and it is a trailer that will benefit from additional attention to it.
Mrs./ Ms. Allen- stated her intention is to do updates to the mobile home.
Alderperson Janice Fleming- indicated she understood the desire of Mrs./Ms. Allen to own a home of her own and the Board’s intent is that the community be represented with pride.
Mayor Gerald Brown- stated he has noted the merit of Mrs./Ms. Allen’s request and requested a revote on this item.
It was motioned by Alderperson Richard and seconded by Alderperson Simeon Profit to revote on Mrs. Brenda Allen’s application to place mobile home on 2822 Lincoln this issue.
A vote was taken with the following results: All (4) Alderpersons present voted yes to allow Mrs. Brenda Allen to place the mobile home at 2822 Lincoln Road

* The record shall reflect all (4) Alderpersons voted Yes to allow Mrs./ Ms. Brenda Allen to place the 1998 Mobile home on 2822 Lincoln Road.

XIII. Mr. Willie Brown- asked to purchase a lot from the town to place a mobile home on 2929 Ann Street.

XIV. After Hours Permit Request:
Mayor Gerald Brown- indicated there has been great concern by the clubs concerning the ordinance which requires them to close at 2:00 a.m., and this permit would amend that restriction and allow them to go over that time on certain days.
*** The Board voiced concerns with the request to allow clubs 52 weeks of permits request and indicated this needed to be examined.
Mayor Gerald Brown- suggested a committee made up of himself and (2) two Aldermen to review the proposed permits for clubs to operate after hours. Alderman Donald Richard and Alderperson Janice Fleming volunteered for the committee and will bring back to the Board their findings for review.
It was motioned by Alderperson Donald Richard and seconded by Alderperson Simeon Profit to table this issue until a later date.

XV. Representative from The Hot Spot
Representative of Hot Spot- inquired why they have not been granted a license when she has spoken to Brandon, (ATC )and they have told her there is nothing that should prevent them from getting their license.

Mayor Gerald Brown -indicated they had spoken with Brandon, and he indicated he had finished his report, but he can not release the report until their court case has been adjudicated.

*** It was stated that the ATC investigator (Brandon) had indicated they (ATC) cannot release the report at this time, and with that statement, there is nothing they (the Board) can do further until this issue with the ATC is resolved.
(Under General Consensus it was agreed no action can be taken at this time.)

**** Board went into Executive Session @ 7:40 p.m. and returned to open forum @ 8:19 p.m.***
