Regular Meeting Minutes

Members In Attendance: Alderman Simeon Profit, Alderman Janice Fleming, Alderman Deneitra Ross, Alderman Donald Richard Alderman Wysinger Cleveland
The Town of Richwood met for a Regular Meeting held April 17, 2025, at 7:00 P.M. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order 7:04 P.M.
II. Prayer by Mayor Brown
III. Pledge of Allegiance in unison
IV. Roll Call: All (5) Aldermen Present at Roll Call
V. Adoption of the Agenda:
It was motioned by Alderman Deneitra Ross and seconded by Alderman Janice Fleming to adopt the agenda as presented.

VI. Adoption of March 20, 2025, Regular Meeting Minutes
It was moved by Alderman Deneitra Ross and seconded by Alderman Fleming to adopt the March 17, 2025, Regular Meeting Minutes.
* The record shall reflect a vote was taken to adopt March 17, 2025, Regular Meeting Minutes with the following results: (5) Votes Yes to adopt.

It was motioned by Alderman Deneitra Ross and seconded by Alderman Janice Fleming to adopt the Financial Reports as presented.

IX. Mayor s Dialogue
Mayor Gerald Brown- reminded the forum that the Town of Richwood Annual Easter Egg Hunt would take place on April 19, 2025, at 10:00 a.m. at the Multi-Purpose
Mayor Gerald Brown- stated that four months ago, he had asked the Board to allow us to use the interest off of our General Fund to finance our partnership with the Children s Museum and you were so gracious enough to allow us to do that; immediately after that, Origin Bank heard about what we were doing and they decided to write us a check for $ 9,000 and some odd dollars to finance everything we needed to do. We haven t had to use any of the interest from the General Fund money for any of those events.
What I am asking, if it pleases you ladies and gentlemen, is to allow us to continue to use some of the funds; I talked several months ago about creating a Mayor s Youth Council, with some of our students at Richwood High School, specifically junior and senior students.
We have some folks who want to partner with us. We would have subject matter from several different speakers that would be beneficial for them to know, as well as subjects of interest to them. We will introduce them to business leaders in and around the community, they would also be required to commit to community service for the town and to attend some of our regular meetings, which would help them learn about government and things of that nature; when they graduate the program per say, we will have something for them at the end of that program, now what I am asking of you is to authorize us provisionally to utilize interest earned from the General fund to fund this project.
Alderman Janice Fleming- inquired if this utilization would be the interest for one month?
Mayor Gerald Brown responded, it would be more than that, and we will put a budget together for the project before we utilize any interest.
Alderman Janice Fleming asked, as well as a syllabus?
Mayor Gerald Brown responded, Yes, I ve got that for you now.
Alderman Janice Fleming stated, Once we have seen both of those things, then we can act on it. The other question is, will it begin for the school year 2025/ 2026?
Mayor Gerald Brown- stated, right that is what we are looking at it to start next school year 2025/ 2026; we are trying to publicize it a little bit, we want to make it something the kids want to do and not just 2025/ 2026 but potentially go on so when the kids go to that school, they will know there is a possibility I can be on the Mayor s Council.
Alderman Wysinger Cleveland- asked where the interest would be coming from?
Mayor Gerald Brown- answered, the interest would be from what we collect on the General Fund, and the program is called the Mayor s Council.
Mayor Gerald Brown- stated, Last month, I asked the Board to consider trash services, Hopefully, you have had the opportunity to look around and see the amount of trash in and around the ditches, we have a problem with trash in the town and on the highway. I asked you last month to consider if a specified trash provider service is something you want to do.
Alderman Wysinger Cleveland -asked if RPF s had been put out concerning providers for community trash pickup.
Board question if trash pickup fees would be on the water bill?
Mayor Gerald Brown- advised he is pretty sure that is what would happen.
X. Discussion of BYOB Special Permit
It was motioned by Alderman Wysinger Cleveland and seconded by Alderman Deneitra Ross to table this discussion at this time.
XI. Introduction of Ordinance 2025-01 ( An ordinance amending the Town s Expenditures for the Fiscal Year beginning July 1, 2024 and ending June 30, 2025)
XII. Introduction of Ordinance 2025-02 ( An ordinance to regulate the closing hours to 3:00 a.m. for all places of business within the Town of Richwood except for businesses where alcoholic beverages are kept, sold, stored for sale at retail, served or consumed.
XIII. Adjournment
It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to adjourn meeting at 7:39 p.m.
