In the aftermath of an incident that has shaken the community of Rayville, the family of Ada Elizabeth Means, 57, has filed a lawsuit over her untimely and tragic death following her release from the Ouachita Correctional Center (OCC).
The suit, filed in 4th District Court, stems from the events of September 23, 2023, when Means was struck by multiple vehicles while walking in the middle of a Highway 165 South lane.
Means was released from OCC on the night of September 25th after the Monroe City Court dropped her misdemeanor charges. Means, a college graduate and mother, had been wrongfully booked on August 30 and was discharged at 10:33 p.m., taken to the side of the highway outside the OCC gates, and released into the night.
That decision is now under scrutiny because she was permitted to walk along the highway without assistance or safe transport home.
