Regular Meeting Minutes

Members In Attendance: Alderman Simeon Profit, Alderman Deneitra Ross Alderman Wysinger Cleveland
The Town of Richwood met for a Regular Meeting held July 17, 2025, at 7:00 P.M. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order 7:00 P.M.
II. Prayer by Mayor Brown
III. Pledge of Allegiance in unison
IV. Roll Call: (4) Aldermen Present at Roll Call (1) Absent – Alderman Janice Fleming
V. Adoption of the Agenda:
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to adopt the agenda as presented.
- The record shall reflect that a vote was taken to adopt the agenda as presented with the following results: (4) Votes Yes to Adopt the agenda.

VI. Adoption of August 21, 2025 Regular Meeting Minutes
It was moved by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to adopt the August 21, 2025, Regular Meeting Minutes.
- The record shall reflect that a vote was taken to adopt the August 21, 2025, Regular Meeting Minutes with the following results: (4) Yes Votes to adopt.

VII. Adoption of Financial Reports
It was motioned by Alderman Deneitra Ross and seconded by Alderman Simeon Profit to adopt the Financial Reports as presented.
- The record shall reflect that a vote was taken to adopt the Financial Reports as presented, with the following result as follows: (4) Yes Votes to Adopt Alderman Simeon Profit Yes Alderman Deneitra Ross Yes Alderman Donald Richard Yes Alderman Wysinger Cleveland Yes

IX. Mayor’s Dialogue:
Mayor Gerald Brown – reminded the forum that the State of the Town Address will take place on September 24, 2025, @ 10:00 a.m. at the Richwood Multi-Purpose Center, and on September 30th the State of Local Government address will take place at the Monroe, Civic Center.
Mayor Brown also advised the forum the audit went smoothly, and on October 4th, the town’s Fall Cleanup event will take place.
Mayor Gerald Brown- advised the forum that Mr. Michael Caster transitioned.

XI. Sheila Jackson: Discussion of the Town’s subcontract with Mr. Perroyt . Epting
Ms. Sheila Jackson- addressed the forum and inquired if Attorney Nolen had sent out a break of lease letter?
Ms. Sheila Jackson -advised the forum Mr. Epting had broken everything in the contract, so there shouldn’t be a problem with breaking the lease.
Alderman Wysinger Cleveland, inquired as to what would be done with the property ?
Mayor Gerald Brown advised the forum that, as of yet, the Ouachita Parish School Board has not advised what they are going to do with the property once they have done the demolition. takes place. We are in discussions on whether or not the Town can take over the property in some fashion or acquire the property, but at this point that determination has not been made.
Alderman Wysinger Cleveland, commented that Ashley Harris talked about writing a grant to renovate the old Richwood High School.
Ms. Ashley Harris- commented on her interest in having the Old Richwood High
School being classified as a historical site.
Mayor Gerald Brown- reminded the forum that the property is not owned by us, (the Town of Richwood), and the Board of Aldermen voted to rescind the Cooperative Endeavour Agreement with Ouachita Parish School Board, at this point, the ball is in the school board’s court.
XII. Charles Theus: Development Commitment Letter
Mr. Charles Theus shared that this would be 27 acres in Buckhorn Bend ( aka Green Acres)
Mr. Charles Theus informed the forum that this will be a luxury home development with homes priced between $235,000 to about $ 285,000. They will be bricking veneer, siding, and some stucco, but for the most part, we will use brick veneer. The size will be 1600 to 2000 sq. feet.
Alderman Deneitra Ross stated that there would be some pushback with putting in modular homes in an area where people have lived for a long time.
Mr. Charles Theus – stated, these would not be low-income housing or Section 8 housing; these houses are targeted for families making $ 60,000 a year or more.
Mayor Gerald Brown- advised the forum that the letter requested is not one of financial support.
It was motioned by Alderman Wysinger Cleveland, and seconded by Alderman Simeon Profit issue a letter of support for the development located on the 27 acres in Buckhorn Bend (aka Green Acres).

XIII. Introduction of Ordinance 2025-04 ( An ordinance amending Ordinance 2015-05 to only allow brand new mobile homes/manufactured homes in the town.
XIV. Adjournment: it was motioned by Alderman Deneitra Ross and second by Alderman Simeon Profit to adjourn meeting at 7:41 p.m.
