Members In Attendance: Alderman Simeon Profit, Alderman Donald Richard Alderman Wysinger Cleveland
The Town of Richwood met for a Regular Meeting held October 16, 2025, at 7:00 P.M. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order 7:00 P.M.
II. Prayer by Mayor Brown
III. Pledge of Allegiance in unison
IV. Roll Call: (3) Aldermen Present at Roll Call

V. Adoption of the Agenda:
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to adopt the agenda as presented.

  • The record shall reflect that a vote was taken to adopt the agenda as presented the following results: (3) Votes Yes to Adopt the agenda.

VI. Adoption of September 18, 2025 Regular Meeting Minutes
It was moved by Alderman Wysinger Cleveland and seconded by Alderman Simeon Profit to adopt the September 18, 2025 Regular Meeting Minutes.

  • The record shall reflect that a vote was taken to adopt the September 18, 2025 Regular Meeting Minutes with the following results: (3) Votes Yes to adopt.

Adoption of June 18, 2025, Regular Meeting Minutes
It was moved by Alderman Deneitra Ross and seconded by Alderman Donald Richard to adopt the June 18, 2025, Regular Meeting Minutes.

  • The record shall reflect that a vote was taken to adopt June 18, 2025, Regular Meeting Minutes with the following results: (4) Votes Yes to adopt.

VII. Adoption of Financial Reports
It was motioned by Alderman Donald Richard and seconded by Alderman Deneitra Ross to adopt the Financial Reports as presented.

  • The record shall reflect that a vote was taken to adopt the Financial Reports as presented, with the following result as follows: (4) Yes Votes to Adopt Alderman Simeon Profit Yes Alderman Janice Fleming Yes Alderman Deneitra Ross Yes Alderman Donald Richard Yes

VIII. Public Comments as they relate to items on the agenda.
Ms. Ashley Harris addressed the forum concerning economic development for the Town of Richwood, and provided insight on a meeting she had attended concerning this issue.
Ms. Ashley Harris and expressed her willingness to work with the Town to further economic development.

IX. Mayor’s Dialogue:
Mayor Gerald Brown – reminded the forum about the upcoming LMA Conference.

X. Representative Pat Moore: Discussion regarding rubbish and a uniform curfew for Juveniles.
Representative Pat Moore- updated the forum on HB2 Capital Outlay, concerning the state fund commissioner requirements, and that our district did not make the first round.
It was further discussed that the next meeting is scheduled for August, and we have two projects: the municipal building is in P1-engineering, with a budget of $5,000,000, and for Highland Road. However, it was noted that no application had been submitted on our behalf.
Mayor Gerald Brown – commented, the procurement between the Highland and Municipal Center project .

It was also discussed that a resolution setting a uniform curfew to put Richwood in sync with Ouachita Parish and Monroe City’s curfew times would be discussed at the next meeting.
The forum discussed aspects of illegal dumping going on and possible preventative measures to take.
XI. Alderman Cleveland: Discussion relating to citizens’ concerns regarding the recent fire located at 2834 Gay Drive, the fire hydrant, unkept properties, and the street project.
Alderman Wysinger Cleveland- expressed his concern due to the possible inability to locate the fire hydrant during a fire that occurred on Gay Drive the previous weekend. It was discussed that clear marking of fire hydrants is needed.
It was also discussed that there are vacant properties that are overgrown, and that he wanted the town to cut them.
Mayor Gerald Brown- shared with the forum that there is a legal process that must occur before the town can go and cut on private property.
Mayor Gerald Brown -advised the forum that the process consists of Ms. Johnson, the Enforcement Officer, sending the homeowner a certified letter, and once they receive the letter, they are allowed 10 days to rectify the issue; and a lot of the time, what happens then is the homeowner waits until they receive another letter. Because of the process required, we can’t send the public work guys out just cut the property because it doesn’t work that way; we must go through the process, because anytime we go on someone’s property without following the proper process we open ourselves up for a possible lawsuit. I do encourage you, if you see a property, please let the code enforcer, Ms. Johnson, know.
XII. Proposal regarding developing a Richwood Economic Development Board
Mayor Gerald Brown- discussed with the forum the need for an Economic Development Board for the Town of Richwood.
Mayor Gerald Brown- mentioned the establishment previously of the TIF District which gave us the ability to take HWY 165 and turn it into a Tax Increment District, so we need this to insure funding by establishing the Richwood Economic Development Board, and I am asking tonight, that you would begin to think of (2) people you would like to see on that Board.
XIII. Adoption of Resolution 2025-06( A resolution authorizing the Town to sell Surplus Properties
It was motioned by Alderman Wysinger Cleveland and seconded by Alderman Janice Fleming to adopt Resolution 2025-06 .

The record shall reflect that a vote was taken to adopt Resolution 2025-06 (A resolution authorizing the Town to sell Surplus Properties) with the following results: All (5) Aldermen present voted Yes to adopt Resolution 2025-06
