Regular Meeting Minutes

The Town of Richwood met for a Regular Meeting held on March 18, 2021 at 7:00 p.m. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order by Mayor Gerald Brown at 7:08 p.m.
II. Prayer- was offered by Alderman Simeon Profit
III. Pledge of Allegiance – recited in unison
IV. Roll Call- Mayor Gerald Brown called roll with the following results: (4) Board Members Present and (1) Absent at roll call.
• The record shall reflect all (4) Aldermen present at roll call and (1) Alderman Absent

It was motioned by Alderman Janice Fleming and seconded by Alderman Simeon Profit to adopt the agenda as presented.

VI. Adoption of January 28, 2021 Special Meeting Minutes and February 25, 2021 Regular Meeting Minutes
It was motioned by Alderman Simeon Profit and seconded by Alderman Leola Keys to adopt the Meeting Minutes as presented.
• The record shall reflect a vote was taken with the following results: (2) Yes and (2) No Votes.

VII. Adoption of Financial Reports
It was motioned by Alderman Wilbert Reed Jr. and seconded by Alderman Janice Fleming to adopt the Financial Reports as presented.
• The record shall reflect a vote was taken with the following results: (4) Votes yes to adopt the Financial Report as presented.

IX. Mayor’s Dialogue
Mayor Gerald Brown- reminded the forum of the upcoming Election on Saturday March 20, 2021 and our interest in the election is the Congress seat and District 5 Judge.
X. Southern Youth Movement: (Providing an Update Regarding Plans for his Summer Program)

XI. Clifford Thomas ( Requesting an Update on His Judgement)
Mr. Clifford Thomas- addressed the forum and requested an updated time frame on the settlement of his lawsuit against the Town of Richwood. Mr. Thomas advised the initial award amount of settlement was $ 27,849.39 plus interest with that figure now being easily $ 60,000.
Mr. Thomas- questioned, what is the Town’s intention to bring this case to a close by in resolving the amount owed to him by the Town?
Mayor Gerald Brown- advised, this matter is being handled by the Town’s Attorney Jay Nolen.
Mr. Clifford Thomas- inquired if the Board if they agreed with this?
Alderman Wilbert Reed Jr. – commented, Mr. Nolen is the Town’s legal representative.
XII. Resolution 2021-03 ( A Resolution Authorizing the Mayor and Staff to Complete the Louisiana Compliance Questionnaire)
It was motioned by Alderman Janice Fleming and seconded by Alderman Simeon Profit to adopt Resolution 2021-03/
• The record shall reflect a vote was taken with the following results: (1) Abstain (2) Yes and (1) No vote.

XIII. Executive Session
It was motioned by Alderman Simeon Profit and seconded by Alderman Janice Fleming to go into Executive Session at 7:30 p.m.
It was motioned by Alderman Wilbert Reed Jr. and seconded by Alderman Fleming to return to session @ 8:10 p.m.
XIV. Adjournment:
It was motioned by Alderman Profit and seconded by Alderman Fleming to adjourn @ 8:10 p.m.
