Regular Meeting Minutes

The Town of Richwood met for a Regular Meeting held January 15, 2026, at 7:00 P.M. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order 7:10 P.M.
II. Prayer by Mayor Brown
III. Pledge of Allegiance in unison
IV. Roll Call: (3) Aldermen Present at Roll Call (2) Absent at roll call: Alderman Janice Fleming and Alderman Deneitra Ross
V. Adoption of the Agenda:
It was motioned by Alderman Simeon Profit and seconded by Alderman Donald Richard to adopt the agenda as presented.
- The record shall reflect that a vote was taken to adopt the agenda as presented with the following results: (3) Votes Yes to Adopt the agenda.

VI. Adoption of Regular Meeting Minutes December 18, 2025
It was moved by Alderman Donald Richard and seconded by Alderman Simeon Profit to adopt the December 18, 2025, Regular Meeting Minutes.
- The record shall reflect that a vote was taken to adopt the August 21, 2025, Regular Meeting Minutes with the following results: (3) Yes Votes to adopt.

VII. Adoption of Financial Reports
It was motioned by Alderman Donald Richard and seconded by Alderman Simeon Profit to adopt the Financial Reports as presented.
- The record shall reflect that a vote was taken to adopt the Financial Reports as presented, with the following result as follows: (3) Yes Votes to Adopt Alderman Simeon Profit Yes Alderman Donald Richard Yes Alderman Wysinger Cleveland Yes
VIII. Public Comments as they relate to items on the agenda.
Mr. Carl Robinson Jr. addressed the forum regarding an incident he indicated occurred in June 2025 during the project JBARR Construction was to replace the old manhole covers and dispose of them.
Mr. Carl Robinson Jr.- stated that instead of disposing of the manhole covers, they placed several on his property. When he addressed this issue with Mr. Williams, who works for JBARR, he was told he could keep the covers.
Mr. Carl Robinson Jr. -stated that after receiving a verbal agreement from Mr. Williams that he could have the covers, Mr. Chisolm and Mr. Williams, who are both with JBARR Construction, later approached him, and Mr. Chisolm instructed him to return the manhole covers.
Mr. Carl Robinson Jr. stated he has (4) four reasons why he should be able to keep the manhole covers. 1- The covers were not properly disposed of and were placed on his property. (2) Williams told him he could keep the covers. (3) Chisolm told him to return the covers, but Williams had already told him he could keep them. (4) When both Chisolm and Williams came to his property, Chisolm told him to return them, but Williams did not say anything because he had previously told him he could keep the covers.
Alderman Wysinger Cleveland- asked who is JBARR?
Mayor Gerald Brown- advised JBARR is the construction company that did the Manhole Project and was responsible for the replacement and disposal of the manhole covers.
Mayor Gerald Brown- advised the forum that, per the contract, we purchased the new covers, and the old covers belong to JBARR Construction. \
IX. Mayor s Dialogue:
Mayor Gerald Brown advised the forum that the Black Heritage Exhibit will take place on February 18, 2026, and the Black Heritage Parade will take place on February 21, 2026 the lineup will be at 11:00 a.m. and the parade begins at 12:00 p.m.
Mayor Gerald Brown also advised the forum that the dedication of the Music Marker by the Northeast Louisiana Music Trail will take place on Saturday, February 21, 2026, around 11:15 a.m., at the Richwood Multipurpose Center.
Mayor Gerald Brown- advised the forum that Officer Powell passed the post test, and all our officers are post-certified.
X. M5 Consulting: Information Updates
Mr. Jamie Mayo- addressed the forum with updates on the different aspects of representation being provided by M5 Consulting Group LLC. and explained the diverse methods and models of partnership opportunities for the Town.

- For the Record: Mayor Brown has always had a heart for Richwood, the kids the schools, he has always had a heart for Richwood.
XI. Discussion of the 2026 Event Calendar
Mayor Gerald Brown- directed the forum to the handout, which was provided listing the 2026 Calendar of Events.
XII. Discussion of Police and Recreation/ Transportation Account updates
Mayor Gerald Brown- advised the forum all of the Town s accounts with Chase have been officially moved to Origin Bank.
Mayor Gerald Brown- also advised that, as instructed by the auditors, the Police and Recreation and Transportation Accounts are now separate accounts.
XIII. Executive Session:

It was motioned by Alderman Donald Richard and seconded by Alderman Deneitra Ross to enter Executive Session @ 7:47 p.m.
- The record shall reflect that a vote was taken to enter Executive Session with the following results: (3) Votes Yes and (1) Vote Abstain Alderman Simeon Profit Yes Alderman Deneitra Ross Yes Alderman Donald Richard Yes Alderman Wysinger Cleveland Abstain
It was motioned by Alderman Simeon Profit and seconded by Alderman Deneitra Ross to re-enter Regular Session @ 8:03 p.m.
XIV. Adjournment: It was motioned by Alderman Donald Richard and seconded by Alderman Deneitra Ross to adjourn Regular Meeting at 8:05 P.M.
