When Deborah Smith filed to challenge incumbent school board member Daryl Berry for the District 4 seat, Berry didn’t worry because he knew something that Smith didn’t know.  Berry knew that the school board recently redrew the district lines in a way that Smith, an active Carroll Alumni member, and Berry critic, wouldn’t be able to challenge him because Smith and all the residents on her street had been shifted to another district.
