ADVERTISEMENT OF EMERGENCY PROCUREMENT

Miller Square, property of Monroe Housing Authority, was impacted by the tornado on April 12, 2020. Due to this Natural Disaster that caused physical damage to the property and dwelling units Monroe Housing Authority procured a Contractor to repair tornado damage using the Noncompetitive proposal method due to circumstances described in 24CFP 85.36(d)(4)(i)(B) as follows:

“(4) Procurement by noncompetitive proposals is procurement through solicitation of a proposal from only one source, or after solicitation of a number of sources, competition is determined inadequate.
(i) Procurement by noncompetitive proposals may be used only when the award of a contract is infeasible under small purchase procedures, sealed bids or competitive proposals and one of the following circumstances applies:(B) The public exigency or emergency for the requirement will not permit a delay resulting from competitive solicitation.”
