ADVERTISEMENT FOR BIDS

Separate sealed BIDS for the construction of Wastewater System Improvements Program – Basin MR-04/05/07 (A)2 Rehabilitation will be received by the City of Monroe, at the Office of the City Engineer, located at 3901 Jackson Street, Monroe, Louisiana 71202.  Bids will be received until 1:45 P.M., on   August 19, 2014 .   Bids will be publicly opened and read in the Office of the City Engineer, at the above mentioned address, at 2:00 P.M.

Bids received after the 1:45 p.m. deadline will be returned to the bidder unopened. 

Bidders also have the option to submit bids electronically.  To submit a bid electronically, bidders must register at www.bidexpress.com.

The Owner reserves the right to reject any and all Bids, to waive any and all informalities or irregularities, and the right to disregard all nonconforming, nonresponsive, or conditional Bids pursuant to State of Louisiana Public Bid Laws.

Description of Basic Work:

All work for the project shall be installed and constructed in accordance with the Contract Documents prepared by Denmon Engineering. The proposed improvements will be awarded and constructed under a single construction contract. Independent bids shall be submitted for all work related to furnishing, delivering, and installing all materials, equipment, labor and services required to:

Base Bid:
Replace approximately 33,878 L.F. of 6-inch and 8-inch sanitary sewer using pipe bursting; replace approximately 3,880 L.F. of 10-inch sanitary sewer using pipe bursting; replace approximately 1290 L.F. of 12-inch sanitary sewer using pipe bursting; install 33 new manholes, perform open-cut replacement and point repairs; determine & replace existing active service laterals on pipe bursted segments, and all else incidental thereto.

Additive Alternate #1
Rehabilitate existing Pargoud Lift Station by installing a new Gorman-Rupp self-priming package pump station, new discharge piping, removing existing discharge piping, electrical upgrades, concrete slab, and all else incidental thereto.

Additive Alternate #2
Installation of approximately 875 L.F. of 8-inch sanitary sewer using horizontal directional drilling; abandon existing sewer line in place, plug existing 8-in sewer line with non-shrink grout at ends and at all old service wyes; install 3 new manholes, remove and replace 1 existing manhole, determine & replace existing active service laterals, installation of service wyes and all else incidental thereto. 

Copies of the CONTRACT DOCUMENTS may be obtained at the office of Denmon Engineering, located at 114 Venable Lane, Monroe, Louisiana, upon payment of $200.00   deposit for each paper set or $25.00 deposit for each electronic set (pdf formatted plans and specifications on CD).  Please mail all requests and deposits for plans to our mailing address, P. O. Box 8460, Monroe, Louisiana 71211.   This payment is refundable as provided in the Louisiana Revised Statues.

The goal for Disadvantaged Business Enterprise participation is  6%    of the dollar value of this contract. All bidders and proposers shall make good faith efforts to subcontract to the greatest extent feasible to small business concerns owned and controlled by socially and economically disadvantaged businesses as required by the special conditions of this contract.

Copies are also on file for review at the City of Monroe – Department of Planning and Urban Development, Community Development Division, 3901 Jackson Street, (Formally Ford, Bacon and Davis, North Building) Monroe, Louisiana 71202. The award of contract, if awarded, will be made to the lowest qualified bidder whose proposal complies with all requirements prescribe within 45 days after opening proposals. The successful bidder will be notified by letter mailed to the address shown in the proposal that the bidder is awarded the contract.

Each bid must be accompanied by bid security equal to five percent (5 %) of the base bid and all additive alternates, and must be in the form of a certified check, cashier’s check or bid bond written by a company licensed to do business in Louisiana, countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this State and who is residing in this State. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.

The Successful Bidder will be required to furnish a performance and payment bond written by a company licensed to do business in Louisiana, and shall be countersigned by a person who contracted with the surety company or bond issuer as agent to the company or issuer, and who is licensed as an insurance agent in this State and who is residing in this State, in an amount equal to 100% of the contract amount.

All work for this project shall be installed and const. in accordance with contract documents prepared by Land 3 Architect, Inc.

A Non-Mandatory Pre-Bid conference will be held at 9:00 a.m. on August 15, 2014 at the
Liller Maddox Marbles Community Center, 2950 Renwick Street, Monroe La, 71202
for all interested Contractors.

Utility location plans, when available and applicable to the project, may be seen at the City’s Engineer’s office.

Only Contractors licensed according to Contractor’s Licensing Law, R.S.37:2151-2163, shall be considered if the bid is greater than $50,000.00 and shall show his license number on exterior of Bid Envelope and above his signature or the signature of his duly authorized representative.

 Water Pollution Control Center
The City of Monroe, Water Pollution Control Center, P O Box 123, Monroe, Louisiana 71210-0123 is requiring coverage under Sewage Sludge and Biosolids Use of Disposal General Permit LA j650000 to prepare sewage sludge at 770 Richwood Road No. 2 in Monroe, Ouachita Parish. The facility will prepare sewage sludge for subsequent disposal in the White Oaks Landfill in Ouachita Parish in accordance with conditions and requirement set forth in General Permit LA J650000.

 Sewage Sludge and Biosolids Use or Disposal Permit LAJ650000 was issued by the Louisiana Department of Environment Quality (LDEQ). The general permit contains standards and conditions for the use of disposal of sewage sluge and biosolids that are required of facilities that prepares sewage sludge for disposal in permitted landfills.

 Copies of the General Permit and the NOI filed by the City of Monroe may be examined at the office of Environmental services, public Records Center, Department of Environmental Quality, 602 North Fifth Street, Baton Rouge, Louisiana. Viewing hours are hours are from 8:00 a. m. to 4:30 p.m., Monday through Friday (except holidays). This information can also be accessed electronically on the Electronoc Document Management System (EDMS) on the the LDEQ publc website WWW.deq.louisiana.gov.
