Overview

 The City of Monroe (OWNER) hereby invites responses to this Request for Proposals (RFP) for the purchase and delivery of certain materials. Responses to this RFP shall be submitted in accordance with the outline provided herein. The selection of the successful Proposer shall be to the approval of the OWNER.

 This RFP does not commit the OWNER to award a contract, to pay any costs incurred in the preparation of a proposal, or to procure or contract for the articles of goods and services. The OWNER reserves the right to accept or reject any or all proposals received as a result of this RFP, to waive informalities, to negotiate with all qualified Proposers, or to cancel in part or its entirety this RFP, if it is in the best interests of the OWNER to do so.

In order for your Proposal to be considered, sealed proposals must be received by the Purchasing Division of the OWNER, located at 1014 Grammont Street, Monroe, Louisiana, 71201; telephone (318) 329-2293, either by mail or hand delivery no later than 1:45 P.M. June 24, 2014 at which time and place the proposals will be opened at 2:00 PM and taken under advisement. Proposals received after the 1:45 p.m. deadline will be returned to the proposer unopened. 

Proposers also have the option to submit bids electronically. To submit a proposal electronically, bidders must register at www.bidexpress.com.

Request for Proposals are available to Proposers who are bona fide suppliers of materials and equipment for purchase and/or review at the office of the Engineer for the RFP, Denmon Engineering located at 114 Venable Lane, Monroe, LA 71203.

A payment of $25 in cash or check payable to Denmon Engineering will be required for each complete set of the RFP.

Separate sealed BIDS for the construction of Hadley Street Lift Station Improvements will be received by the City of Monroe, at the Purchasing Division of the City, located at 1014 Grammont Street, Monroe, Louisiana 71202. Please mail all requests and deposits for plans to our mailing address, P. O. Box 8460, Monroe, Louisiana 71211. Bona fide prime contractors who submit a valid bid for the project will receive a full refund for their first set of Contract Documents upon returning them in good condition within ten calendar days of the bid opening. The deposit for all other plans will be non-refundable.

The goal for Disadvantaged Business Enterprise participation is  5%  of the dollar value of this contract. All bidders and proposers shall make good faith efforts to subcontract to the greatest extent feasible to small business concerns owned and controlled by socially and economically disadvantaged businesses.

Bidders also have the option to submit bids electronically. To submit a bid electronically, bidders must register at www.bidexpress.com.

The Owner reserves the right to waive any informalities or to reject any or all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
