Overview

 The City of Monroe (OWNER) hereby invites responses to this Request for Proposals (RFP) for the purchase and delivery of certain materials. Responses to this RFP shall be submitted in accordance with the outline provided herein. The selection of the successful Proposer shall be to the approval of the OWNER.

 This RFP does not commit the OWNER to award a contract, to pay any costs incurred in the preparation of a proposal, or to procure or contract for the articles of goods and services. The OWNER reserves the right to accept or reject any or all proposals received as a result of this RFP, to waive informalities, to negotiate with all qualified Proposers, or to cancel in part or its entirety this RFP, if it is in the best interests of the OWNER to do so.

In order for your Proposal to be considered, sealed proposals must be received by the Purchasing Division of the OWNER, located at 1014 Grammont Street, Monroe, Louisiana, 71201; telephone (318) 329-2293, either by mail or hand delivery no later than 1:45 P.M. June 24, 2014 at which time and place the proposals will be opened at 2:00 PM and taken under advisement. Proposals received after the 1:45 p.m. deadline will be returned to the proposer unopened. 

Proposers also have the option to submit bids electronically. To submit a proposal electronically, bidders must register at www.bidexpress.com.

Request for Proposals are available to Proposers who are bona fide suppliers of materials and equipment for purchase and/or review at the office of the Engineer for the RFP, Denmon Engineering located at 114 Venable Lane, Monroe, LA 71203.

A payment of $25 in cash or check payable to Denmon Engineering will be required for each complete set of the RFP.

Monroe City School Board

The Monroe City School Board will sell the following surplus items at online public auction with closing times
as listed on site for Monday, June 16, 2014:

Teacher desks, computer armoires, audio visual carts, student desks, file cabinets, data storage racks, piano, electric stove, podiums, microwave, computer monitors, projector screens, exercise equipment and other items.

Auction will be conducted online at www.govdeals.com.  Items will be available for submission of bids on May 29, 2014.

Items are available for inspection (at 3 different locations) on June 4 and 10, 2014 from 11:00 a.m. to 2:00 p.m.:

Location #1:  2836 Breard Street, Monroe, LA  71201   Viewing will be from the rear entrance on St. Charles Street.

All items are to be sold "as is” with no guarantee or warranty of any kind.  Monroe City Schools reserves the right to reject any and all bids and remove items from auction. 

Government agencies may purchase surplus property at fair market value directly from Monroe City Schools.  Agencies wishing to do so should contact Monroe City Schools no later than 3 days prior to auction close.  First priority for the acquisition of surplus computer equipment shall be given to public elementary and secondary schools in the State of Louisiana and community and technical colleges under the management and control of the Board of Supervisors of Louisiana Community and Technical Colleges.

Separate sealed BIDS for the construction of Hadley Street Lift Station Improvements will be received by the City of Monroe, at the Purchasing Division of the City, located at 1014 Grammont Street, Monroe, Louisiana 71202. Bids will be received until 1:45 P.M., on  July 8, 2014 . Bids will be publicly opened and read in the CONFERENCE ROOM of the Purchasing Division, at the above mentioned address, at 2:00 P.M.

The CONTRACT DOCUMENTS, consisting of Advertisement for Bids, Information for Bidders, BID, BID BOND, AGREEMENT, GENERAL CONDITIONS, Payment Bond, Performance Bond, DRAWINGS, SPECIFICATIONS, and ADDENDA, may be examined at the following location:

Please mail all requests and deposits for plans to our mailing address, P. O. Box 8460, Monroe, Louisiana 71211. Bona fide prime contractors who submit a valid bid for the project will receive a full refund for their first set of Contract Documents upon returning them in good condition within ten calendar days of the bid opening. The deposit for all other plans will be non-refundable.

The goal for Disadvantaged Business Enterprise participation is  5%  of the dollar value of this contract. All bidders and proposers shall make good faith efforts to subcontract to the greatest extent feasible to small business concerns owned and controlled by socially and economically disadvantaged businesses.

Bidders also have the option to submit bids electronically. To submit a bid electronically, bidders must register at www.bidexpress.com.

The Owner reserves the right to waive any informalities or to reject any or all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.

O R D I N A N C E

STATE OF LOUISIANA
CITY OF MONROE    
NO.  11,473_____________
 
 The following Ordinance was offered by Mrs. Ezernack__________ who moved for its adoption and was seconded by Ms. Blakes___________:

AN ORDINANCE REVOKING MCKEEN PLACE FROM THE WEST PROPERTY LINE OF LOT 1, AMERICA’S PARK SUBDIVISION, UNIT 4 EAST TO ITS TERMINUS  APPROXIMATELY 120’ TO ITS TERMINUS AND FURTHER PROVIDING WITH RESPECT THERETO:

 WHEREAS, Polestar Development, LLC has requested the revoking of McKeen Place from the west property line of Lot 1, America’s Park Subdivision, Unit 4 east to its terminus approximately 120’, and
 WHEREAS, the eastern end of McKeen Place terminates in a cul-de-sac and that cul-de-sac lies entirely within Lot 1, America’s Park Subdivision, Unit or otherwise known as 1840 McKeen Place,
 WHEREAS, once revoked, the right-of-way will be revert back to Lot 1, America’s Park Subdivision, Unit 4, otherwise known as 1849 McKeen Place, and
 WHEREAS, the City of Monroe Planning Commission has recommended that this request be approved, with a 4-0-1 vote, at their May 5, 2014 meeting.
 NOW, THEREFORE
 BE IT ORDAINED by the City Council of the City of Monroe, in legal session convened, that McKeen Place from the west property line of Lot 1, America’s Park Subdivision, Unit 4 (otherwise known as 1840 McKeen Place) east to its terminus approximately 120’, is hereby revoked with the condition that any existing utility easements be kept, a ten (10’) foot by approximately one hundred (100’) foot utility easement be maintained within the revoked right-of-way and the existing fire hydrant be relocated. If this property is not developed within six (6) months of the date of this ordinance, this portion of the street right-of-way of McKeen Place reverts back to the City of Monroe as a street right-of-way.

AN ORDINANCE AUTHORIZING THE CITY OF MONROE TO TAKE CORPOREAL POSSESSION OF THE PROPERTY DESCRIBED BELOW AND SELL TO RONNIE L. BASS, FOR FIVE THOUSAND SEVEN HUNDRED SEVENTY-ONE AND 70/100 DOLLARS, ALL RIGHTS, TITLE AND INTEREST THAT THE CITY MAY HAVE ACQUIRED IN AND TO LOT TWELVE (12) OF SQUARE EIGHTY-ONE (81) OF UNIT THIRTEEN (13), BOOKER T. WASHINGTON ADDITION, MONROE, LA, BY ADJUDICATION AT TAX SALE DATED JULY 17, 2001, AND FURTHER WITH RESPECT THERETO 
      
       WHEREAS, the property described as follows, to-wit:
      
LOT TWLEVE (12) OF SQUARE EIGHTY-ONE (81) OF UNIT THIRTEEN (13), BOOKER T. WASHINGTON ADDITION, MONROE, LA, 1902 GRIFFIN ST., MONROE, LA. – R#64261

was adjudicated to the City of Monroe, Louisiana for non-payment of 2000 Ad Valorem Taxes by Adjudication Deed dated and filed July 17, 2001 in Conveyance Book 1833 at page 343 of the Records of Ouachita Parish, Louisiana and adjudicated to the City of Monroe, Louisiana.  The 2000 Ad Valorem Taxes forming the basis for the described adjudication was validly assessed by the City of Monroe against Lem Johnson, and

 WHEREAS, the City of Monroe has made efforts to contact Lem Johnson by registered mail and notification published in the Monroe Free Press, and

 WHEREAS, Ronnie Bass wishes to purchase said property from the City of Monroe.

 WHEREAS, pursuant to the provisions of La. R.S. 47:2238.1 et sec, property adjudicated to the City of Monroe for more than Five (5) years may be sold to a specific named individual who has paid all taxes and other cost associated with the transfer of the property by the City of Monroe to the named individual.  Ronnie L. Bass has paid Five Thousand Seven Hundred Seventy-One Dollars and 70/100 ($5,771.70) which includes Four Thousand Three Hundred Forty-One and 55/100 ($4,341.55) in City taxes, Nine Hundred Nineteen and 04/100 ($919.04) in Parish taxes.  The remainder is legal fees for the City of Monroe and the Parish of Ouachita, advertising costs, mailing cost, and filing and recordation of all documents necessary to accomplish the acquisition of the property and then transfer from the City to the new owner.

 NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the hereinafter described property is no longer needed for public purposes; the City of Monroe has made efforts to contact, Lem Johnson with no response; the City of Monroe desires to sell to Ronnie Bass, the property described as follows:

LOT TWLEVE (12) OF SQUARE EIGHTY-ONE (81) OF UNIT THIRTEEN (13), BOOKER T. WASHINGTON ADDITION, MONROE, LA, 1902 GRIFFIN ST., MONROE, LA. – R#64261
