The award of contract, if awarded, will be made to the lowest qualified bidder whose proposal complies with all requirements prescribe within 45 days after opening proposals. The successful bidder will be notified by letter mailed to the address shown in the proposal that the bidder is awarded the contract.

Each bid must be accompanied by bid security equal to five percent (5 %) of the base bid and all additive alternates, and must be in the form of a certified check, cashier’s check or bid bond written by a company licensed to do business in Louisiana, countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this State and who is residing in this State. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.

The Successful Bidder will be required to furnish a performance and payment bond written by a company licensed to do business in Louisiana, and shall be countersigned by a person who contracted with the surety company or bond issuer as agent to the company or issuer, and who is licensed as an insurance agent in this State and who is residing in this State, in an amount equal to 100% of the contract amount.

All work for this project shall be installed and const. in accordance with contract documents prepared by Land 3 Architect, Inc.

A Non-Mandatory Pre-Bid conference will be held at 9:00 a.m. on Thursday May 29, 2014 the Lobby of Saul Adler Community Center, 3900 Westminister St. Monroe LA 71201 for all interested Contractors. A tour of the Project sites will follow.

Utility location plans, when available and applicable to the project, may be seen at the City’s Engineer’s office.

Only Contractors licensed according to Contractor’s Licensing Law, R.S.37:2151-2163, shall be considered if the bid is greater than $50,000.00 and shall show his license number on exterior of Bid Envelope and above his signature or the signature of his duly authorized representative.

This project type is classified as Building.

 The following Ordinance was offered by Ms. Blakes   who moved for its adoption and was seconded by Mr. Wilson :

AN ORDINANCE AUTHORIZING THE CITY OF MONROE TO TAKE CORPOREAL POSSESSION OF THE PROPERTY DESCRIBED BELOW AND SELL TO NEW HOPE PENTECOSTAL TEMPLE, FOR TWO THOUSAND FOUR HUNDRED THIRTY-SIX AND 40/100 DOLLARS, ALL RIGHTS, TITLE AND INTEREST THAT THE CITY MAY HAVE ACQUIRED IN AND TO LOT ONE (1) OF SQUARE FIVE (5) OF J. W. JOHNSTON’S ADDITION, DISTRICT 5, MONROE, LA, BY ADJUDICATION AT TAX SALE DATED JUNE 30, 1998, AND FURTHER WITH RESPECT THERETO     
 WHEREAS, the property described as follows, to-wit:

 WHEREAS, the City of Monroe has made efforts to contact Valerie L. Tarver by registered mail and notification published in the Monroe Free Press, and

 WHEREAS, New Hope Pentecostal Temple wishes to purchase said property from the City of Monroe.

 WHEREAS, pursuant to the provisions of La. R.S. 47:2238.1 et sec, property adjudicated to the City of Monroe for more than Five (5) years may be sold to a specific named individual who has paid all taxes and other cost associated with the transfer of the property by the City of Monroe to the named entity.  New Hope Pentecostal Temple has paid Two Thousand Four Hundred Thirty-Six and 40/100 ($2,436.40) which includes One Thousand Sixty-Three and 56/100 ($1,063.56) in City taxes, Nine Hundred Sixty-One and 84/100 ($961.84) in Parish taxes.  The remainder is legal fees for the City of Monroe and the Parish of Ouachita, advertising costs, mailing cost, and filing and recordation of all documents necessary to accomplish the acquisition of the property and then transfer from the City to the new owner.

 NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the hereinafter described property is no longer needed for public purposes; the City of Monroe has made efforts to contact, Bob Newman, with no response; the City of Monroe desires to sell to New Hope Pentecostal Temple, the property described as follows:

 The following Ordinance was introduced by  Wilson_______________ who moved for its adoption and was seconded by  Blakes____________:

AN ORDINANCE SETTING FEES FOR CERTAIN RECREATIONAL FACILITIES AND ACTIVITIES AT CITY OF MONROE RECREATIONAL FACILITIES AND FURTHER PROVIDING WITH RESPECT THERETO:

 WHEREAS, Section 25-64 of the Monroe City Code sets fees and charges for certain recreational facilities; and

 WHEREAS, there is a need to revise the current fees set for B. J. Washington Boxing and Fitness Community Center and the Downtown Rivermarket.

 NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that Section 25-64 of the Monroe City Code is hereby amended to include the following fees:

B.J. Washington Boxing and Fitness Center:

Fitness Training:
1. $10.00 per month for all adults (ages 18 and over)
2. School team athletes, 14 players or less per session: $125 per month
3. School team athletes, 15 - 20 players per session: $150 per month (20 athletes maximum for all schools per session) 
4. School non-team athletes ages 17 and under: No fees charged
5. Note: There will be different sign-in sheets for paying participants and non-participating visitors (i.e., vendors, parents/family members, city employees, etc)
      Note: Assistance will not be provided to those seeking USA Boxing Association (USABA)     
                affiliation (discontinued in 2010).

Downtown Rivermarket:

All current fees to remain in place subject to temporary changes by the Director of Community Affairs to accommodate full use of the market.

 WHEREAS, Section 5-04 of the City Charter of the City of Monroe, Louisiana provides for supplementing and adjusting the Operating Budget of the City of Monroe; and
      WHEREAS, James Mayo, Mayor, has presented to the City Council a Supplemental Budget of Revenues and Expenditures for amending and adjusting the Budget for the Fiscal Year 2013-2014.
      NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Monroe, in legal session convened, that the 2013-2014 Operating Budget of the City of Monroe, Special Revenues and Enterprise Funds be and are hereby amended and adjusted as attached hereto and made a part hereof.
 ORDINANCE INTRODUCED on the  8th      day of April 2014.

 NOTICE PUBLISHED on the  10th       day of  April , 2014.

 This Ordinance having been submitted in writing, introduced and published was then submitted to a vote as a whole, the vote thereon being as follows:

 AYES:  Armstrong, Ezernack, Blakes, Wilson & Clark

 NAYS: None.

 ABSENT: None.

 And the Ordinance was declared ADOPTED on the  22nd    day of  April, 2014.
