ADVERTISEMENT FOR PROPOSALS

Sealed proposals will be received by the City of Monroe, (herein called the Owner), at the Purchasing Division, conference room address: 1014 Grammont Street, Monroe, Louisiana until  1:45 P.M.  on May 15, 2014  at which time and place the proposals will be publicly opened at 2:00 PM , and read and taken under advisement.
PROJECT: Maintenance Service Agreement for the Heating, Ventilation and Air Conditioning (HVAC) Equipment for Monroe Civic and Convention Center –

The Proposal must be submitted in a sealed envelope. Addressed to the: City of Monroe, Louisiana address: 1014 Grammont Street, Monroe, LA 71201. Each sealed envelope containing a PROPOSAL, (on the forms provided), must be plainly marked on the outside as: Maintenance Service Agreement for the Heating, Ventilation and Air Conditioning (HVAC) Equipment for Monroe Civic and Convention Center; Project 85-1338

1. The name of the Proposer
2. His address and Louisiana License Number
3. The name of the Firm for which the Proposal is submitted.
4. If forwarded by mail, the sealed envelope containing the Proposal, must be enclosed in another envelope, addressed to the City at the same address shown above.

All PROPOSALS must be made on this required proposal form. All blank spaces for proposal prices must be filled in, in ink or typewritten, and the proposal form must be fully completed and executed when submitted. Only one copy of the proposal form is required.

Plans and/or proposals may be obtained at: Denmon Engineering, 114 Venable Lane, Monroe, Louisiana 71203. Plans and specifications may be seen at: City of Monroe Purchasing Division at 1014 Grammont Street between the hours of 8:00 A.M. and 3:00 P.M.
 
Proposers also have the option to submit bids electronically. To submit a bid electronically, proposers must register at www.bidexpress.com.

The Owner reserves the right to waive any informalities or to reject any or all proposals for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.

 The following Ordinance was offered by Mrs. Ezernack_____________ who moved for its adoption and was seconded by Ms. Blakes___________:

AN ORDINANCE ADOPTING AND AMENDING THE ZONING MAP FOR THE CITY OF MONROE, LOUISIANA

      WHEREAS, the City Council of the City of Monroe has held its Public Hearing with respect to the following proposed Zoning Map Amendment, to-wit:
     
      An amendment to the Zoning Map to zone a .44 acre, more or less, tract of land from R-1, Single Family Residential District and a 2.87 acre, more or less, tract of land to B-3, General Business/Commercial and totals ±3.31 acres, presently located in Ouachita Parish and otherwise known as: 
1514, 1600, 1602, 1604, 1605, 1607, 1609, 1615, 1707, 1709, and 1711 Cole Avenue; 3711, 3713, and 3802 Webster Street

      APPLICANT: RCH Company, Inc. (MA 102-14)

      WHEREAS, the City Council has further considered the report of the Monroe Planning Commission which recommended approval, on a 4-0-1 vote.
      WHEREAS, the use of the ±3.31 acre (total) tract of land described above is for the construction of a fast food restaurant with a drive thru facility, which is a use-by-right in the B-3 General/Commercial District.  The present zoning is residential and does not allow for commercial uses. The recommendation is that the property be zoned B-3, General/Commercial District as it is an appropriate zoning classification for the proposed use.
     
      NOW, THEREFORE:

 BE IT ORDAINED by the City Council of the City of Monroe, Louisiana in legal session convened that the Zoning Map of the City of Monroe be amended to zone a ±3.31  acre tract of land, previously described and the boundaries thereof which map is described in Section 37-72 (formerly Section 27-30 (2)) of the City of Monroe Code and which map shown the Zoning Districts and Boundaries thereof, be and the same are hereby amended to B-3, General/Commercial District as shown on the map which is attached hereto and made a part thereof and which is adopted as the new Zoning Map of the City of Monroe.
 This ordinance was INTRODUCED on the 11th day of March, 2014.
NOTICE PUBLISHED on the 13th, 20th & 27th _ day of March__2014.
 This Ordinance having been submitted in writing, introduced and published was then submitted to a final vote as a whole, the vote thereon being as follows:
AYES:  Armstrong, Ezernack, Blakes, Wilson & Clark
NAYS: None.
ABSENT: None.
And the Ordinance was declared ADOPTED on the  8th _ day of  April___, 2014.
