Plans and specifications may be seen at: City of Monroe Purchasing Division at 1014 Grammont Street between the hours of 8:00 A.M. and 3:00 P.M. Copies are also on file for review at the City of Monroe – Department of Planning and Urban Development, Community Development Division, 3901 Jackson Street, (Formally Ford, Bacon and Davis, North Building) Monroe, Louisiana 71202. The award of contract, if awarded, will be made to the lowest qualified bidder whose proposal complies with all requirements prescribe within 45 days after opening proposals. The successful bidder will be notified by letter mailed to the address shown in the proposal that the bidder is awarded the contract.

Each bid must be accompanied by bid security equal to five percent (5 %) of the base bid and all additive alternates, and must be in the form of a certified check, cashier’s check or bid bond written by a company licensed to do business in Louisiana, countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this State and who is residing in this State. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.

The bidder is advised that the City of Monroe is an Equal Opportunity Employer. The bidder will be required to comply with the requirements of Executive Order 11246.

The Successful Bidder will be required to furnish a performance and payment bond written by a company licensed to do business in Louisiana, and shall be countersigned by a person who contracted with the surety company or bond issuer as agent to the company or issuer, and who is licensed as an insurance agent in this State and who is residing in this State, in an amount equal to 100% of the contract amount.

All work for this project shall be installed and const. in accordance with contract documents prepared by Land 3 Architect, Inc.

A Non-Mandatory Pre-Bid conference will be held at 9:00 a.m. on Friday March 28, 2014 the Monroe Civic Center Arena VIP Room, 401 Lea Joyner Memorial Expressway, Monroe, LA 71201 for all interested Contractors.

Utility location plans, when available and applicable to the project, may be seen at the City’s Engineer’s office.

Only Contractors licensed according to Contractor’s Licensing Law, R.S.37:2151-2163, shall be considered if the bid is greater than $50,000.00 and shall show his license number on exterior of Bid Envelope and above his signature or the signature of his duly authorized representative.

This project type is classified as Building.

Separate sealed BIDS for the construction of Wastewater System Improvements Program – Basin MR-04/05/07 (A)2 Rehabilitation will be received by the City of Monroe, at the Purchasing Division of the City, located at 1014 Grammont Street, Monroe, Louisiana 71202. Bids will be received until 1:45 P.M., on   April 10, 2014 . Bids will be publicly opened and read in the CONFERENCE ROOM of the Purchasing Division, at the above mentioned address, at 2:00 P.M.
Bids received after the 1:45 p.m. deadline will be returned to the bidder unopened.

Description of Basic Work:

All work for the project shall be installed and constructed in accordance with the Contract Documents prepared by Denmon Engineering. The proposed improvements will be awarded and constructed under a single construction contract. Independent bids shall be submitted for all work related to furnishing, delivering, and installing all materials, equipment, labor and services required to rehabilitate approximately 10,500 L.F. of 6-inch, 8-inch, 10-inch and 12-inch sanitary sewer using cured-in-place pipe (CIPP) lining; replace approximately 24,500 L.F. of 6-inch and 8-inch sanitary sewer using pipe bursting; replace approximately 1,520 L.F. of 10-inch sanitary sewer using pipe bursting; replace approximately 750 L.F. of 12-inch sanitary sewer using pipe bursting; install 33 new manholes, perform open-cut replacement and point repairs; determine & replace existing active service laterals, and all else incidental thereto.

Copies of the CONTRACT DOCUMENTS may be obtained at the office of Denmon Engineering, located at 114 Venable Lane, Monroe, Louisiana, upon payment of $200.00  deposit for each paper set or $25.00 deposit for each electronic set (pdf formatted plans and specifications on CD). NOTICE

NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the City Council of the City of Monroe, Louisiana, at its regular meeting place, the Council Chamber, City Hall Building, Monroe, Louisiana, Tuesday,  April 8, 2014 beginning at 6:00 p.m., to hear and consider all comments, protests and objections relative to the following proposed 2014-2015 Budget submitted by the Mayor of the City of Monroe.

       FURTHER, the Mayor and Administration of the City of Monroe hereby agree that the following items shall be considered for projects by the Administration up to an amount of $400,000.00, said projects to be prioritized by the council during the fiscal year:

1.         Increased police patrols to lessen and control crime in the City of Monroe; 
2. Sidewalk Repairs for the Barkdull Faulk Elementary School to Gordon Avenue and Lincoln Elementary School areas;
3. Demolition costs to include the removal of more dilapidated buildings;
4. Additional summer jobs for youth bringing the total to 200 (this would include the Green Teens and CDBG funded youth jobs);
5. Cemetary repairs;
6. Computer, Programs and equipment at all recreation centers;
7. Drainage Projects including culverts and ditch covering;
8. Increased street lighting; and
9. New playground location complete with equipment in the vicinity of South 2nd Street and South 3rd Street.

NOTICE IS FURTHER GIVEN that copies of the proposed Operating Budget is on file in the City Clerk’s Office, 2nd floor, City Hall Building and can be examined by the public during regular business hours Monday through Friday.

All persons who wished to comment, protest or object to any portion of the above mentioned proposed amendments are urged to attend this meeting.

ORDINANCE

STATE OF LOUISIANA

CITY OF MONROE                                                   NO. 11,461________

 The following Ordinance was introduced by Ms.  Blakes_________ who moved for its adoption and was seconded by Dr.  Armstrong________:

AN ORDINANCE AUTHORIZING JAMES E. MAYO, MAYOR TO PURCHASE OFF A PUBLIC BID BY THE ASCENSION PARISH SHERIFF’S DEPARTMENT FOR PRODUCTS AND SERVICES FROM MOTOROLA SOLUTIONS, INC. FOR A NEW COMMUNICATIONS CENTER FOR THE MONROE FIRE DEPARTMENT AS PER THE ATTACHED AGREEMENT AND FURTHER PROVIDING WITH RESPECT THERETO:

 WHEREAS, La. R. S. 33:1321 allows the purchase of supplies through a viable contract previously entered into by another Louisiana local political subdivision.
 
      WHEREAS, the Ascension Parish Sheriff’s Department has formally bid the purchase of the same equipment and supplies and said bid is currently viable.  The Ascension Parish Sheriff’s Department has approved the City of Monroe’s request to purchase off their contract.
      
  NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that James E. Mayo, Mayor is hereby authorized to execute the attached Communication Product Agreement with Motorola Solutions, Inc. for a new Communications Center for the Monroe Fire Department.
