NOTICE TO CONTRACTORS

Sealed bids will be received by the City of Monroe, (herein called the Owner), at the Purchasing Division, conference room address: 1014 Grammont Street, Monroe, Louisiana until  1:45 PM  on February 11, 2014  at which time and place the bids will be publicly opened at 2:00 PM , and read and taken under advisement.

There will be a Pre-Bid meeting on February 5, 2014 at 10:00 AM at the Monroe Masur Museum.

The Bid Proposal must be submitted in a sealed envelope. Addressed to the: City of Monroe, Louisiana address: 1014 Grammont Street, Monroe, LA 71201. Each sealed envelope containing a BID, (on the forms provided), must be plainly marked on the outside as: Monroe Masur Museum Roof Repair; Project 85-0960

1. The name of the Bidder
2. His address and Louisiana License Number
3. The name of the Firm for which the Bid is submitted.
4. If forwarded by mail, the sealed envelope containing the Bid, must be enclosed in another envelope, addressed to the City Engineer at the same address shown above.

All bids must be made on this required proposal form. All blank spaces for proposal prices must be filled in, in ink or typewritten, and the proposal form must be fully completed and executed when submitted. Only one copy of The proposal form is required.

NOTICE TO BIDDERS

Sealed bids for construction of the following project will be received by the City of Monroe, at the Purchasing Division of the City, located at 1014 Grammont Street, Monroe, Louisiana 71202. Bids will be received until 1:45 P.M., on February 26, 2014 . Bids will be publicly opened and read in the CONFERENCE ROOM of the Purchasing Division, at the above mentioned address, at 2:00 P.M.

No bids will be received after the above time and date.

Bids must be submitted on forms provided, must be prepared in accordance with the "Project Specifications” and must include all information required by the bid form. Failure to comply with these requirements will result in rejection of the bids. Bid forms will not be issued later than 24 hours prior to the hour and date set for opening bids.

Drawings, specifications and contract documents were prepared by Denmon Engineering, P.O. Box 8460, Monroe, Louisiana 71211. The bid package may be examined in the office of Denmon Engineering, 114 Venable Lane, Monroe, Louisiana 71203.

Copies of the CONTRACT DOCUMENTS may be obtained at the office of Denmon Engineering, located at 114 Venable Lane, Monroe, Louisiana, upon receipt of a $180 deposit for each set. Bona fide prime contractors who submit a valid bid for the project will receive a full refund for their first set of Contract Documents upon returning them in good condition within ten calendar days of the bid opening. The deposit for all other plans returned in good condition within ten calendar will be 50% refundable in accordance with the Bid Law.

Each proposal shall be accompanied by Bid Bond, a Cashier’s Check for Certified Check in the amount not less than that specified above and shall be made payable to the City of Monroe, without conditions. This shall be given as a guarantee that the Bidder will execute the Contract, if it be awarded to him, in conformity with the contract documents.

The successful Bidder to whom the contract is awarded will be required to furnish a performance and payment bond acceptable to the City of Monroe, in the amount of one hundred percent (100%) of the contract in conformity with the Contract Documents. The contractor for the contract shall purchase and maintain such insurance as will protect him/board from claims which may arise out of, or result from the contractor’s execution of the work, whether such execution be by himself or by any subcontractor or by anyone directly or indirectly employed by any of them or by anyone from whose acts any of them may be liable.

This project is funded 100% by the State of Louisiana and although there is no state required DBE goal, the City of Monroe has a DBE goal set for this project at 6%.

The Monroe Regional Airport has set a Small Business Participation Goal of 5%.

Buy American Provision. The proposed contract is subject to the Buy American provision under Section 9129 of the Aviation Safety and Capacity Expansion Act of 1990. Details of such requirement are contained in the Specifications.

Liquidated damages for delay will be in the amount of five hundred dollars ($500.00) per day for delays other than those caused by adverse weather conditions, acts of God, acts of delay caused by scheduling of operation by the Engineer or the Owner adverse to the interest of the contractor.

Bidders are notified that the award of the contract shall be by the Owner and that construction administration and inspection will be performed by the Engineer and final acceptance will be made by the Owner upon recommendation of the Engineers and subject to approval by the FAA.

Bids must be submitted on the Standard Form of Proposal included herein and the successful bidder will be required to execute the Owner’s Standard Form of Contract for Construction, together with the performance bond, within ten (10) days after formal award of the contract. No bids may be withdrawn for a period of sixty (60) days after the time schedule for the opening of bids.

The Owner reserves the right to waive any informalities or to reject any or all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.

The contractor shall display his Contractor’s License Number prominently on the outside of the envelope.

At the time and place stipulated, all proposals on hand will be opened and read aloud.

Any proposal received after the specified day and hour will be returned unopened.

No bids, after being submitted, may be withdrawn after the scheduled time for opening of bids.

 NOTICE is hereby given that a public hearing will be held on the following ordinance, Tuesday, February 25, 2014 at 6:00 p.m., in the Council Chamber at Monroe City Hall:   
     
ORDINANCE

      The following Ordinance was introduced by Ms. Blakes ______ who moved for its adoption and was seconded by Mr.  Wilson____________:
                                       
AN ORDINANCE AUTHORIZING THE CITY OF MONROE TO TAKE CORPOREAL POSSESSION OF THE PROPERTY DESCRIBED BELOW FOR FUTURE USE BY THE MONROE HOUSING AUTHORITY.  SAID PROPERTIES HAVING BEEN ADJUDICATION AT TAX SALES DATED MORE THAN FIVE YEARS AGO AND FURTHER WITH RESPECT THERETO       An Ordinance authorizing the City of Monroe to acquire full ownership interest of certain lots in Robinson Place Addition:

WHEREAS, the City of Monroe, in accordance with La. R.S. 47:2236, intends to acquire full ownership of the following lots:

Lots 13 &14, Block D, Unit 1, Robinson Place  Addn. – Parcel  30783

       Lot 19, Block B, Robinson Place Addn. – Parcel  61011

 Lot 21, Block D, Robinson Place Addn. – Parcel  32900

WHEREAS, a copy of the Ordinance shall be filed with the recorder of mortgages, Ouachita Parish, and that within 30 days thereafter shall send a written notice regarding the acquisition to the tax sale parties whose interest the political subdivision intends to be terminated that the party has until  the end of sixty (60) days from the date of the notice to redeem the property or otherwise challenge in a court of competent jurisdiction the acquisition.

WHEREAS, this notice shall constitute a notice of sale.  The sending of this notice shall constitute service of the notice of sale under Article VII, Section 25 of the Constitution of Louisiana.

NOW THEREFORE, BE IT ORDAINED, notice shall be published in the official journal of The City of Monroe a notice that any tax sale party whose interest will be terminated has until sixty (60) days from the date of publication to redeem the property or otherwise challenge in a court of competent jurisdiction the acquisition.
      
      BE IT FURTHER ORDAINED, that under the provisions of Louisiana Revised Statute 33:4712 that prior to the final adoption hereof, notice of this Ordinance shall be published in the official journal three (3) times within fifteen (15) days, one week apart and that any opposition hereto must be made in writing, filed with the Clerk of the Council within fifteen (15) days of the first publication.

AN ORDINANCE ADOPTING AND AMENDING THE ZONING MAP FOR THE CITY OF MONROE, LOUISIANA

WHEREAS, the City Council of the City of Monroe has held its Public Hearing with respect to the following proposed Zoning Map Amendment, to-wit:
 An amendment to the Zoning Map to rezone an existing .52 acre tract from B-3 General Business District to a B-3R General Business/Residential District presently located in Ouachita Parish and more particularly described as follows: 

604 Peach Street, 1001, 1003, and 1005 South Second Street (Lots 14, 15, and 16, Square 31, Ouachita Cotton Mills, 2nd Addition)
 
 APPLICANT: Anthony Rispoli (MA 110-13)
      WHEREAS, the City Council has further considered the report of the City of Monroe Planning Commission recommending approval with a 4-0-1 vote. The property is presently zoned B-3 General Business District. The properties consist of a single family dwelling and two vacant commercial buildings on Lots 14 and 15.  A single family dwelling occupies Lot 16.  The applicant wishes his residential units to conform to the zoning district. The present zoning classification of the property is for commercial uses only and therefore the B-3R General Business/Residential District is an appropriate zoning classification for the proposed use.
NOW, THEREFORE:

      BE IT ORDAINED by the City Council of the City of Monroe, Louisiana in legal session convened that the Zoning Map of the City of Monroe and the boundaries thereof which map is described in Section 37-72 of the City of Monroe Zoning Ordinance and which map shown the Zoning Districts and Boundaries thereof, be and the same are hereby amended to rezone a .52 acre tract of land from B-3, General Business District to a B-3R General Business/Residential District as shown on the map which is attached hereto and made a part thereof and which is adopted as the new Zoning Map of the City of Monroe.

 APPLICANT: J.D. Frost Trucking Company (MA 112-13)
      WHEREAS, the City Council has further considered the report of the City of Monroe Planning Commission recommending approval with a 4-0-1 vote. The property is presently zoned B-3 General Business District. The applicant wishes to construct a truck freight depot at this location. (The applicant is a mail transportation contractor for the U.S. Post Office.) The present zoning classification of the property does not allow a truck depot as a permitted use. The B-4, Heavy Commercial District does allow for this type of use and therefore it is the appropriate designation.
NOW, THEREFORE:

      BE IT ORDAINED by the City Council of the City of Monroe, Louisiana in legal session convened that the Zoning Map of the City of Monroe and the boundaries thereof which map is described in Section 37-72 of the City of Monroe Zoning Ordinance and which map shown the Zoning Districts and Boundaries thereof, be and the same are hereby amended to rezone a 5.69 acre tract of land from B-3, General Business District to a B-4 Heavy Commercial District as shown on the map which is attached hereto and made a part thereof and which is adopted as the new Zoning Map of the City of Monroe.
