     NOTICE is hereby given that a public hearing will be held on the following ordinance, Tuesday, January 28, 2014, at 6:00 p.m., in the Council Chamber at Monroe City Hall:

Ordinance authorizing James Mayo, Mayor, to enter into and execute an Advertising Agreement between the City of Monroe and Onyx Advertising, LLC at the Airport and further providing with respect thereto. (Airport)

     is on file in my office complete in the form in which it will be offered for final adoption, open to the inspection of the public and will so remain for the period required by law prior to being offered for final adoption thereof.

O R D I N A N C E

STATE OF LOUISIANA               

CITY OF MONROE                   
NO.  11,447   
 The following Ordinance was offered by Mr.  Wilson who moved for its adoption and was seconded by Dr.  Armstrong.

AN ORDINANCE AMENDING AND ADJUSTING THE CITY OF MONROE OPERATING BUDGET FOR THE FISCAL YEAR 2013-2014.

 WHEREAS, Section 5-04 of the City Charter of the City of Monroe, Louisiana provides for supplementing and adjusting the Operating Budget of the City of Monroe; and
       WHEREAS, James Mayo, Mayor, has presented to the City Council a Supplemental Budget of Revenues and Expenditures for amending and adjusting the Budget for the Fiscal Year 2013-2014.
       NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Monroe, in legal session convened, that the 2013-2014 Operating Budget of the City of Monroe, Special Revenues and Enterprise Funds be and are hereby amended and adjusted as attached hereto and made a part hereof.
       This Ordinance was INTRODUCED on the  26th   day of  November, 2013.
       NOTICE PUBLISHED on November 28th, 2013.
       This Ordinance having been submitted in writing, introduced, and published was then submitted to a final vote as a whole, the vote thereon being as follows:
       AYES:  Council Members Armstrong, Blakes & Wilson
       NAYS:  None.
       ABSENT: Councilwoman Ezernack
       ABSTAIN: Councilman Clark
       And the Ordinance was declared ADOPTED on the 10th day of  December, 2013.

EMERGENCY ORDINANCE

STATE OF LOUISIANA

CITY OF MONROE                                                   NO. 11,448________

 The following Ordinance was introduced by Mr.  Wilson_____________ who moved for its adoption and was seconded by Ms.  Blakes______________:

AN ORDINANCE DECLARING THE NEED FOR IMMEDIATE REPAIRS TO TWO PUMPS AT THE TEXAS AVENUE PUMP STATION AND FURTHER PROVIDING WITH RESPECT THERETO.

 WHEREAS, two pumps at the Texas Avenue pump station are no longer working and both pumps are high service sewer pumps; and

 WHEREAS, the failure of these two pumps at the Texas Avenue pump station make it impossible to adequately provide sewer service for the City of Monroe; and

 WHEREAS, the failure of the pump station to provide sewer service would increase the City’s chances of being non-compliant with LPDES permit and the consent decree the City is presently under with the federal government and such  failure would also cause  property damage and danger to the residents living in the City of Monroe.

 NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the situation with two high service sewer pumps at the Texas Ave. Pump Station poses a danger to life and property loss and is hereby declared an emergency.

 BE IT FURTHER ORDAINED that such emergency repairs as are necessary to repair the two high service sewer pumps at the Texas Ave. Pump Station are hereby authorized and approved and the Mayor of the City of Monroe is authorized to enter into such contracts as may be necessary to complete the project.
 
 This Ordinance having been submitted in writing and was then submitted to a vote as a whole, the vote thereon being as follows:

 AYES: Council Members Armstrong, Blakes, Wilson & Clark

 NAYS: None.

 ABSENT: Councilwoman Ezernack

 And the Ordinance was declared ADOPTED on the  10th___day of  December_________, 2013.
