AN ORDINANCE ACCEPTING THE DONATION OF A SOLAR AUDIO POST FROM THE SELMAN FIELD HISTORICAL SOCIETY FOR THE MONROE REGIONAL AIRPORT, AND FURTHER PROVIDING WITH RESPECT THERETO:_____________

      WHEREAS,  the Selman Field Historical Society desires to donate a Solar Audio Post for the Selman Field Memorial Wall to the Monroe Regional Airport. 

      NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the Donation of a Solar Audio Post to the Monroe Regional Airport of all its right, title and interest to be and the same are hereby accepted.

 The following Ordinance was offered by Ms.  Blakes   who moved for its adoption and was seconded by Mr.   Wilson:

AN ORDINANCE AMENDING CHAPTER 37, ZONING, AND ARTICLE III, DISTRICTS, DIVISION 5. OTHER DISTRICTS, SECTION 37-122, C-1, CAMPUS DISTRICT OF THE ZONING ORDINANCE OF THE CITY OF MONROE, LOUISIANA; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH.

WHEREAS, the City Council of the City of Monroe has this date held its Public Hearing with respect to the following proposed amendment to Chapter 37, Zoning,  Article III, Districts, Division 5. Other Districts, Section 37-122, C-1, Campus District of the Zoning Ordinance of the City of Monroe, Louisiana;
 
WHEREAS, the City Council has further considered the recommendation of approval from the Monroe Planning Commission, with a 5-0-1 vote at their October 7, 2013 meeting. The University of Louisiana at Monroe has established a business incubator to provide opportunity for starting businesses, more specifically, professional offices. The C-1, Campus District does not presently allow for private professional offices and that the above stated Sections of the Zoning Ordinance of the City of Monroe should be amended to allow for this use.

 NOW, THEREFORE;
      BE IT ORDAINED, by the City Council of the City of Monroe, Louisiana, in legal session convened, that Chapter 37, Zoning, of the Zoning Ordinance of the City of Monroe, Louisiana be and it is amended as follows:
     
 ARTICLE III, DISTRICTS, DIVISION 5. OTHER DISTRICTS, SECTION 37-122, C-1, CAMPUS DISTRICT

AN ORDINANCE RESCINDING ORDINANCE NO. 11,422 ADOPTING MILLAGE RATES  AND FURTHER PROVIDING WITH RESPECT THERETO.

 WHEREAS, Ordinance No. 11,422 adopted September 24, 2013 adopted millage rates and provided for the levying of special and general taxes for the City of Monroe for 2013; and

 WHEREAS, said Ordinance was not timely published pursuant to newly enacted legislative action thereby requiring additional publication.

 NOW, THEREFORE BE IT ORDAINDED by the City Council of the City of Monroe, Louisiana, in legal session convened, that Ordinance no. 11,422 is hereby rescinded.

 This Ordinance was introduced on the  22nd   day of October, 2013.

ORDINANCE

      The following Ordinance was introduced by Dr.  Armstrong   who moved for its adoption and was seconded by Ms.  Blakes:

AN ORDINANCE AUTHORIZING JAMES E. MAYO, MAYOR, TO ENTER INTO AN AGREEMENT FOR TRAFFIC ANALYSIS SERVICES WITH NEEL-SCHAFFER AND FURTHER PROVIDING WITH RESPECT THERETO.
 
 WHEREAS, on July 9, 2013 the Monroe City Council approved a Full Signals Maintenance Agreement between the City of Monroe and the State of Louisiana; and

 WHEREAS,  as part of said agreement the City of Monroe is required to perform traffic studies when requested to do so by the State; and

 WHEREAS, the City of Monroe received a request from the State as can be seen be the attached Exhibit "A”; and

 WHEREAS, Neel-Schaffer has performed such functions for the City of Monroe in the past and has submitted a plan to perform the needed services as per the request from the State at a cost of $19,800; and

 WHEREAS, the funds for this study have been paid for through the contract with the State of Louisiana, DOTD as previously referenced above.

      NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Monroe that James E. Mayo, Mayor, is hereby authorized to enter into the attached Agreement between the City of Monroe and NEEL-SCHAFFER.

AN ORDINANCE AMENDING THE CITY OF MONROE CODE OF ORDINANCES DELETING CHAPTER 32, SUBDIVISIONS; CHAPTER 37, ZONING; AND THE OFFICIAL ZONING MAP FOR THE CITY OF MONROE IN THEIR ENTIRETY AND ADOPTING AN UPDATED CHAPTER 32, SUBDIVISIONS; CHAPTER 37, ZONING AND OFFICIAL ZONING MAP FOR THE CITY OF MONROE AND FURTHER PROVIDED WITH RESPECT THERETO

      WHEREAS, the City Council of the City of Monroe has this date held its Public Hearing with respect to the following new Comprehensive Subdivision and Zoning Ordinance and the Official Zoning Map for the City of Monroe and

 WHEREAS, the City Council has further considered the recommendation of the Monroe Planning Commission recommending approved, on a 4-0-1 vote, and that the above stated Chapters of the Code of the City of Monroe and map should be adopted.

 NOW, THEREFORE;
  BE IT ORDAINED, by the City Council of the City of Monroe, Louisiana, in legal session convened, that Chapter 37, Zoning, of the Zoning Ordinance of the City of Monroe, Louisiana be and it is amended as follows:
 
TO DELETE: Chapter 32, Subdivision and Chapter 37, Zoning of the City of Monroe Code of
               Ordinances and the Official Zoning Map of the City of Monroe.
 
          AND

TO ADD:  Updated Comprehensive Chapter 32, Subdivision and Chapter 37 Zoning (SEE
                             ATTACHED) to the City of Monroe Code of Ordinances and to adopt the new
                                          Official Zoning Map of the City of Monroe, 

BE IT FURTHER ORDAINED,

 This Ordinance was introduced on the  27th   day of August, 2013.

EMERGENCY ORDINANCE

STATE OF LOUISIANA

CITY OF MONROE                                                     
NO.  11,444 _______

 The following Ordinance was introduced by Ms.  Blakes_____________ who moved for its adoption and was seconded by Mr.  Wilson___________:

AN ORDINANCE DECLARING THE CONDITION OF THE STORMDRAIN AT THE PLUM STREET UNDERPASS(NORTHSIDE) TO BE AN EMERGENCY NECESSITATING IMMEDIATE REPAIRS AND FURTHER PROVIDING WITH RESPECT THERETO.

 WHEREAS, the storm water drain located at the Plum Street underpass next to the railroad bridge has collapsed and is in immediate need of repair due to the erosion of the pilings holding the railroad abutment in place, and

 WHEREAS said drain pipe drains a portion of Jackson Street and Railroad Ave.  and is located next to a pump station; and

 WHEREAS, the City began immediate repairs but the job is not something the City can complete and the collapse of the drain could cause flooding and because of the vicinity to pedestrian traffic could cause the loss of life; and

           WHEREAS, the railroad crossing over this underpass is a major railroad link into the City of Monroe and because of the location of the pilings that support the railroad track being located directly parallel to the collapsed drain there is concern for the viability of the pilings that hold the railroad track in place.

 NOW, THEREFORE BE IT ORDAINED by the City Council of the City of Monroe, Louisiana, in legal session convened, that the situation with the storm water drain at the underpass on Plum Street poses a danger to  property loss and is hereby declared an emergency.

 BE IT FURTHER ORDAINED that such emergency repairs necessary to repair the storm water drain at the Plum Street underpass are hereby authorized and approved and the Mayor of the City of Monroe is authorized to enter into such contracts as may be necessary to complete the project.
