INVITATION TO BID
Sealed bids for construction of the following project will be received by the City of Monroe, at the Purchasing Division of the City, located at 1014 Grammont Street, Monroe, Louisiana 71202. Bids will be received until 1:45 P.M., on October 31, 2013 . Bids will be publicly opened and read in the CONFERENCE ROOM of the Purchasing Division, at the above mentioned address, at 2:00 P.M.
No bids will be received after the above time and date.

PROPOSAL GUARANTY: Five Percent (5%) of Base Bid Amount.

PRE BID CONFERENCE: To be held on October 21, 2013 @ 2:00 PM at the Monroe Regional Airport Conference Room.
CONTRACT DOCUMENTS: $100.00 from Denmon Engineering
Bids must be submitted on forms provided, must be prepared in accordance with the "Project Specifications” and must include all information required by the bid form. Failure to comply with these requirements will result in rejection of the bids. Bid forms will not be issued later than 24 hours prior to the hour and date set for opening bids.
Written requests for plans and bid forms should be sent to Denmon Engineering, P.O. Box 8460, Monroe, Louisiana 71211 to the attention of Thomas M. Bonnette.
Bidders also have the option to submit bids electronically. To submit a bid electronically, bidders must register at www.bidexpress.com.
Drawings, specifications and contract documents were prepared by Denmon Engineering, P.O. Box 8460, Monroe, Louisiana 71211. The bid package may be examined in the office of Denmon Engineering, 114 Venable Lane, Monroe, Louisiana 71203.
Copies of the CONTRACT DOCUMENTS may be obtained at the office of Denmon Engineering, located at 114 Venable Lane, Monroe, Louisiana, upon receipt of a $100 deposit for each set. Bona fide prime contractors who submit a valid bid for the project will receive a full refund for their first set of Contract Documents upon returning them in good condition within ten calendar days of the bid opening. The deposit for all other plans returned in good condition within ten calendar days will be refundable in accordance with the Bid Law.
Each proposal shall be accompanied by Bid Bond, a Cashier’s Check for Certified Check in the amount not less than that specified above and shall be made payable to the City of Monroe, without conditions. This shall be given as a guarantee that the Bidder will execute the Contract, if it be awarded to him, in conformity with the contract documents.
The successful Bidder to whom the contract is awarded will be required to furnish a performance and payment bond acceptable to the City of Monroe, in the amount of one hundred percent (100%) of the contract in conformity with the Contract Documents. The contractor for the contract shall purchase and maintain such insurance as will protect him/board from claims which may arise out of, or result from the contractor’s execution of the work, whether such execution be by himself or by any subcontractor or by anyone directly or indirectly employed by any of them or by anyone from whose acts any of them may be liable.

This project is funded 100% by the State of Louisiana and although there is no state required DBE goal, the City of Monroe has a DBE goal set for this project at 5%.
Buy American Provision. The proposed contract is subject to the Buy American provision under Section 9129 of the Aviation Safety and Capacity Expansion Act of 1990. Details of such requirement are contained in the Specifications.
Liquidated damages for delay will be in the amount of seven hundred dollars ($700.00) per day for delays other than those caused by adverse weather conditions, acts of God, acts of delay caused by scheduling of operation by the Engineer or the Owner adverse to the interest of the contractor.
Bidders are notified that the award of the contract shall be by the Owner and that construction administration and inspection will be performed by the Engineer and final acceptance will be made by the Owner upon recommendation of the Engineers and subject to approval by the FAA.
Bids must be submitted on the Standard Form of Proposal included herein and the successful bidder will be required to execute the Owner’s Standard Form of Contract for Construction, together with the performance bond, within ten (10) days after formal award of the contract. No bids may be withdrawn for a period of sixty (60) days after the time schedule for the opening of bids.

The City reserves the right to reject bids and waive informalities.
The contractor shall display his Contractor’s License Number prominently on the outside of the envelope.
At the time and place stipulated, all proposals on hand will be opened and read aloud.
Any proposal received after the specified day and hour will be returned unopened.
No bids, after being submitted, may be withdrawn after the scheduled time for opening of bids.
